The Office of Inspector General was established to combat fraud, waste, and abuse in publicly funded state health and human services programs. We are seeking experienced Senior Auditors to perform advanced auditing work for the Health and Human Services (HHS) system. Senior Auditors participate in and complete Generally Accepted Governmental audit activities such as developing audit objectives, scope, programs, and testing procedures, identifying and documenting relevant criteria, assessing risk, evaluating agency compliance with laws and regulations, and documenting work performed.

Job Functions
  • EJF 1:
    Audit Execution/Technical (40%)
    • Assist or lead portions of the planning, completion, and review of significant aspects of an audit, and prepare key deliverables.
    • Prepare and review audit documentation with limited guidance.
    • Conduct review of audit documentation, provide written feedback, and help prepare the project for quality review.
    • Ensure audits are in compliance with professional standards and OIG Audit policies.
    • Work independently to complete audit tasks.
    • Assess IT systems and controls as required.
  • EJF 2:
    Communication (35%)
    • Present oral and written information concisely and accurately to auditees and internal management.
    • Lead, coach, and mentor OIG Audit staff.
    • Assist in the report‑writing process to clearly communicate results and recommendations.
  • EJF 3:
    Project Management (15%)
    • Assist project managers in establishing, monitoring, and achieving audit objectives within budgets and time frames.
    • Complete assigned tasks within established time frames.
  • EJF 4:
    Other (10%)
    • Perform other work as assigned, such as serving on work groups and delivering training.
Knowledge, Skills, and Abilities
  • Knowledge of generally accepted government auditing standards, information technology/system controls, HHS and DFPS agency programs, and accounting principles.
  • Skill in critical thinking, risk assessment, sampling, auditing criteria, procedure development, data analysis, and time management.
  • Skill in supervising and coaching others, communicating complex technical information, and establishing effective working relationships.
Minimum Qualifications
  • Bachelor’s degree from a college or university.
  • At least two years of experience in auditing, IT/system auditing, financial analysis, accounting, or other relevant fields.

Relevant professional designations or advanced degrees may be substituted for experience at the hiring manager’s discretion.

Preferred Qualifications
  • Bachelor’s or master’s degree with coursework in auditing, accounting, finance, IT, business administration, public policy, or related area.
  • Experience in performance auditing, public sector auditing, federal compliance auditing, cost accounting, budgeting in Texas government, accounting and business processes, or HHS and DFPS programs.
  • Working toward or holding professional certifications such as CPA, CIA, CFE, CISA, CGFM, CIGA, CFA, or CFF.
