- Oversee a team that performs billing, collections, reconciliation, refunds, fund moves, and assessment of penalty fees for Access Rules.
- Receive and prepare refund requests, fund moves, claim setups and additional requests sent via email and USPS.
- Process and keep all client information submitted to the agency confidential.
- Research, analyze, sort, and process financial data using multiple client‑based accounting systems.
- Backup additional tasks in Accounts Receivable (AR) as assigned by management.
- Ensure all tasks comply with federal and state guidelines managed by Senate Bill 245; deposits within 72 hours of receipt.
- Three years of customer service, accounting, bookkeeping, or cash‑handling experience using an automated accounting system.
- At least three years of experience using Microsoft Office Suite.
- Strong communication skills: verbal and written with clients, providers, and agency staff.
- Ability to work independently with limited supervision.
- Maintain, revise, and publish agency policies and procedures for the Access Rules area of AR. Identify and implement improvements. (5 %)
- Assist the Customer Service Manager in planning, directing, and coordinating daily operations for the Access Rules division. (5 %)
- Provide training, coaching, and performance feedback to team members. (20 %)
- Assist in reviewing applications for potential new hires and participate in interview processes. (5 %)
- Assign staff workflow, verify checks and balances, provide performance feedback, and input on disciplinary measures. (15 %)
- Oversee Access Rules claim setups, billing, reconciliation, penalty fee assessments, refund paperwork, and fund move paperwork. (25 %)
- Act as AR representative in Access Rules meetings and system testing. (5 %)
- Perform duties of all Access Rules staff and backup the Hotline Team Lead, hotline staff, and research staff. (10 %)
- Work on special projects and ad‑hoc requests as assigned by management. (10 %)
- Knowledge of agency organizational structure for fiscal programs; governmental accounting; budget control methods; policies and procedures; and relevant laws and regulations.
- Knowledge of GAAP and procedures affecting automated accounting systems.
- Proficient with Microsoft Excel, Teams, Word, Access, People Soft, CAPPS HR, USAS and other financial software.
- Ability to work independently with limited supervision.
- Effective verbal and written communication with clients, providers, and staff.
- Plan and manage accounting and project workflows.
- Prioritize assignments and meet deadlines.
- Identify problems, evaluate alternatives, and implement effective solutions.
- Update and maintain department policies and procedures; coordinate accounting operations and provide guidance.
- Interpret accounting theory and laws, analyze financial data, and communicate results.
- Experience identifying and developing process improvements.
- Experience using automated accounting or customer database systems.
- Experience with MS Office suite (Word, Excel, Outlook, Teams).
- Excellent written communication.
- Five years of progressively responsible experience in customer service, accounting, finance, auditing, or budgeting. Preference for state government or non‑profit experience.
- Graduation from an accredited four‑year college or university with major coursework in accounting, finance, or related field is generally preferred. Education may be substituted for experience on a year‑to‑year basis.
- Ability to work closely on a team with varying personalities to meet hard deadlines in an ever‑changing environment.
- Demonstrate professionalism, respect and calmness under stress.
- Attendance on a regular predictable schedule per agency leave policy.
- Shift time in office, weekdays 8:00 AM –5:00 PM.
- This position is not eligible for telework.
