Business Analyst Specialist
Client: Texas Health and Human Services Commission
Duration: 6+ months
Location: Remote with occasional visits to Austin, TX
Position Type: Contract
The Business Analyst Specialist will support the Texas Health and Human Services Commission in reviewing, analyzing, and evaluating business systems and user needs. The role involves business process reengineering, technology assessment, risk identification, and detailed requirements documentation.
ReportingReports to the WIC Technology Administration Director. Works closely with technical and non‑technical staff to plan, assess and document requirements.
Essential Job Functions- Develop, manage, and implement the WIC MIS requirements documentation project plan (40%).
- Provide support, direction, and guidance to team members in analyzing current systems and supporting documentation (25%).
- Develop expertise and assist team members in developing expertise in the assigned application; obtain stakeholder sign‑off on requirements (20%).
- Collaborate daily with team members to monitor progress, identify issues, and report status (10%).
- Other duties as assigned (5%).
- 10+ years Business analysis experience, including requirements elicitation and documentation.
- Knowledge of Project Management Framework.
- Experience with large‑scale IT operations and industry trends.
- Skill in defining all types of requirements and functional specifications.
- Strong interpersonal and negotiation skills.
- Ability to create clear, complete, and actionable requirements documentation.
- Ability to ensure accuracy in documenting system functionality and regulatory requirements.
- 5+ years experience with government regulations or compliance frameworks.
- 5+ years experience in project management.
- 5+ years experience leading a team.
- Skill in policy interpretation and translating regulations into system requirements.
- Skill in requirements elicitation techniques.
- Graduation from a four‑year college or university with major in business, communications, computer science, or related fields.
- Experience gathering management information system requirements at a large organization.
- Experience creating solicitation or contract requirements.
- PMI‑PBA or IIBA CBAP certification (preferred).
This position requires an expert level in business analysis and strong experience in technology strategy development. The Business Analyst will have considerable latitude for initiative and independent judgment.
