General Description
The Procurement and Contract Operations Division of the Office of the Attorney General (OAG) seeks a Purchaser whose work will involve purchasing and procurement. Responsibilities include researching, evaluating, and purchasing commodities, equipment, and services in accordance with guidelines, rules, policies, and laws. The role may also involve planning, organizing, coordinating, and preparing specifications; preparing procurement documents; maintaining procurement audit files; and providing guidance to others.

Essential Position Functions
- Purchases supplies and equipment in accordance with guidelines, rules, policies, and laws
- Prepares and distributes bid invitations to vendors
- Reviews and tabulates bids and orders to determine lowest and best bids or bids that provide best value
- Processes competitive procurements and receipts of purchases
- Prepares and reviews bids and purchase orders to verify accuracy, terminology, and specifications
- Tracks the status of requisitions and purchase orders
- Maintains and reviews various purchasing and procurement reports, records, and files
- Assists in monitoring legal and regulatory requirements pertaining to purchasing and procurement
- Performs related work as assigned
- Maintains relevant knowledge necessary to perform essential job functions
- Attends work regularly in compliance with agreed-upon work schedule
- Ensures security and confidentiality of sensitive and/or protected information
- Complies with all agency policies and procedures, including those pertaining to ethics and integrity
Minimum Qualifications
- Education:
Graduation from high school or equivalent - Education:
Bachelor's degree from an accredited college or university; experience in purchasing, accounting, or other business functions may be substituted for the required education on a year-for-year basis - Experience:
One year of full‑time experience working in purchasing, accounting, or other business functions - Knowledge of general business and procurement functions, ability to perform arithmetical computations, evaluate bids, maintain a system of records, and maintain effective working relationships with vendors and suppliers
- Skill in handling multiple tasks, prioritizing, and meeting deadlines
- Skill in effective oral and written communication
- Skill in exercising sound judgment and effective decision making
- Ability to receive and respond positively to constructive feedback
- Ability to work cooperatively with others in a professional office environment
- Ability to provide excellent customer service
- Ability to work in person at assigned OAG work location, perform all assigned tasks at the designated OAG workspace within the OAG work location, and perform in‑person work with coworkers for the entirety of every work week (unless on approved leave)
- Ability to arrange for personal transportation for business‑related travel
- Ability to work more than 40 hours as needed and in compliance with the FLSA
- Ability to lift and relocate 30 lbs.
- Ability to travel (including overnight travel) up to 5%
Preferred Qualifications
- Certified Texas Contract Developer (CTCD) or ability to obtain within six (6) months of hire with willingness to obtain Certified Texas Contract Manager (CTCM) after one year
- Experience:
Two years of experience in purchasing, accounting, or other business functions - Knowledge:
Ability to think critically and learn new concepts quickly - Skills:
Problem solving and use of applicable software
