Responsibilities

The Compliance and Quality Control Division (CQC) seeks a Compliance Reviewer to support the Contract Compliance Unit (CCU).

Responsibilities include:

  • Advanced contract or grant analysis and assessment of monitoring functions.
  • Develop relationships across divisions and agencies to ensure collaborative coordination.
  • Interpret state and federal laws, rules, and regulations; provide recommendations to improve monitoring quality and compliance.

Essential Job Functions (EJFs)
  • EJF
    1. Compliance Reviews.
    Review agency contracts or grants to assess adequacy of performance and deliverable requirements. Provide recommendations to resolve issues and improve monitoring quality and compliance. (90%)
  • EJF
    2. Reports and Special Projects.
    Assist in drafting annual reports, collecting and maintaining data for performance measures, and developing systems and processes. (5%)
  • EJF
    3. Other Duties.
    Represent CQC on work groups, build business relationships, support Solicitation Review Unit. (5%)
Qualifications
  • Certified Texas Contract Manager (CTCM) within six months of hire.
  • Minimum five years experience in contract or grant monitoring and administration, or auditing practices, within Texas Health and Human Services System.
  • Graduation from a four‑year accredited college or university with coursework in public or business administration (preferred).
  • Experience with HHSC’s System of Contract Operation and Reporting (SCOR) (preferred).
  • Experience in cross‑divisional or interagency collaboration in a large organization (preferred).
  • Knowledge of Texas procurement laws and rules; knowledge of contract management principles; or knowledge of Uniform Grant Management Standards and Texas Grant Management Standards.
Knowledge, Skills, and Abilities
  • Knowledge of state procurement and contracting laws, rules, and procedures; knowledge of contract management principles and practices.
  • Knowledge of grant management principles and practices.
  • Skill in SOW development; contract or grant monitoring and administration.
  • Skill in evaluating complex processes, systems, policies, and issues.
  • Skill in evaluating statutes, rules, policies, and procedures.
  • Skill in developing and drafting policies and procedures; training resources; templates.
  • Skill in cross‑functional coordination and problem solving.
  • Skill in communicating complex information clearly and concisely.
  • Ability to direct and organize project activities; work using independent judgment; think strategically; develop and interpret policies and procedures.
  • Ability to work with teams and support critical business functions.
  • Ability to develop and execute new programs and initiatives; understand client needs and convey value of services.
Compensation and Benefits

Salary: $7,083.33 – $9,166.66 per month (Exempt). Telework eligible; up to 5% travel.
