Overview

The Texas Commission on Law Enforcement (TCOLE) is seeking a School Marshal Coordinator – Program Specialist II to join the Special Services Division, located at 6330 E HWY 290, Suite 200, Austin, TX. Distinguishing Characteristics

Work involves coordination of the TCOLE School Marshal Program, which authorizes qualifying schools. The qualified candidate will provide consultative services with institutions and individuals interested in the program, work with training academies to coordinate training courses, supplies, and students, and maintain records and issue licenses. The role includes speaking with the general public regarding this program and handling highly confidential information.

May provide guidance to others. Works under general supervision, with limited latitude for initiative and independent judgment.

General Duties
  • Performs an array of technical, training, research, planning, policy, program assessment, and administrative activities related to the School Marshal Program.
  • Familiarizes self with statutes, rules, and policies related to the School Marshal Program; and prepares administrative reports.
  • Provides support and collaborates with law enforcement academies in the planning, development, implementation, analysis, and documentation of the School Marshal Training Program, and schedules trainings for upcoming classes.
  • Serves as a liaison to law enforcement academies, school districts, or the general public to explain and provide technical assistance on School Marshal Program specifics and requirements.
  • Partners with the School Marshal Sergeant to ensure accuracy of training conducted.
  • Public speaking may be required for presentations.
  • Conducts reviews to determine compliance with certification requirements, laws, regulations, policies, and procedures.
  • Coordinates with the legal team and law enforcement academies to review and update curriculum.
  • Assists with the collection, organization, and presentation of open records requests on School Marshal data and provides data for internal use.
  • May collaborate with TCOLE staff in determining trends and resolving procedural problems; may recommend and coordinate activities to improve the program.
  • May provide input on developing and/or revising policy and procedure manuals.
  • Works with sensitive and highly confidential information; may provide guidance to others.
  • Performs related work as assigned.
Experience and Education

Experience in a field related to the agency program. Graduation from an accredited four-year college or university with major coursework in a field relevant to the assignment is generally preferred. Experience and education may be substituted for one another.

Knowledge, Skills, and Abilities
  • Knowledge of local, state, and federal laws related to the program area; public administration and management techniques; and program management processes and techniques.
  • Skill in identifying measures or indicators of program performance and use of computers and applicable software.
  • Meticulous attention to detail and accuracy.
  • Ability to gather, assemble, correlate, and analyze facts; devise solutions to problems; market programs; prepare reports; develop, evaluate, and interpret policies and procedures; communicate effectively; and provide guidance to others.
Physical Requirements
  • Ability to sit at a desk and work on a computer for extended periods.
  • Consistent use of office equipment, such as computers, phones, printers, and database systems.
  • Adequate hand-eye coordination for typing, computer use, and document review.
  • Ability to perform repetitive tasks efficiently including data entry and record review.
  • Basic mobility for occasional walking within the office and travel to field locations.
