Position OverviewThe Implementation Specialist, Preparing & Retaining Educators through Partnership Program will play a critical role in the initial launch and implementation of the statewide Preparing and Retaining Educators through Partnership (PREP) Program Allotment. This program, established by legislature and signed into law in June 2025 seeks to improve the recruitment, preparation, and mentorship of teachers across the state of Texas.
The Implementation Specialist will develop a coordinated communication plan in consultation with cross‑office initiative leads and input from agency leaders. This communication plan will target building awareness among stakeholders on the benefits of the PREP Program Allotment, clarity in how to access allotment funds, and guidance for reporting. Additionally, this position will develop a range of communication deliverables and contribute to other marketing collateral such as websites developed by other teams or vendors.
Lastly, this position will play a key role in delivering technical assistance to Education Service Centers and school districts through the delivery of structures such as full‑day regional convenings, how‑to guides, webinars, office hours, and other resources to ensure clarity in the field.
This position will report to the Preparing & Retaining Educators through Partnership Project Manager and is situated in the Talent Pathways Division.

Essential Functions- Develop PREP Communication Plan:
Develop a PREP communication plan to ensure alignment in key messaging across five PREP Programs and aligned technical assistance providers. Support connected communications across several work streams and facilitate communication across a broad range of internal stakeholders including program owners, agency communications and stakeholder engagement staff, and government relations. Set and monitor goals related to communications plans and engage in performance management focused on the communications strategy. - Develop and Manage PREP Communications Collateral and Processes:
Oversee PREP Program Allotment communications to ensure accuracy, consistency, quality, and brand standards across the program team and external vendors. Develop communications deliverables to clearly and accurately describe the evolution of PREP Program Allotment and guides for stakeholders to use in applying for funds and implementing the program. Translate complex ideas, policies, and funding formulas into clear, accessible, practical language and visuals.
