Position Information

Join TxDOT's Alternative Delivery Division as a Pre‑Procurement / Procurement Engineer helping identify, develop, and procure projects in the alternative delivery (design‑build) program. This position is based out of TxDOT's Stassney Campus in Austin and performs advanced and complex transportation engineering work in one or more functional areas to include program oversight, planning, project readiness, and project procurements for the Alternative Delivery Division's design‑build program as part of the Pre‑Procurement and Procurement Section.

Recruitment Bonus May Be Available! You may qualify for a one‑time recruitment bonus up to $5,000 if hired as a Transportation Engineer II, III, or IV ONLY. You must maintain 12‑month continuous employment with TxDOT and meet all other conditions. Current and previous permanent employees (excluding Summer Internships) do not qualify for the Recruitment Bonus.

This position is for ONE Transportation Engineer II, III, or IV, and the Texas Department of Transportation reserves the sole right in determining the level of position offered based on the applicant's work experience, education, skill level, other appropriate factors, and Department needs. Applicants should have substantial transportation‑related project management and transportation consultant management experience along with in‑depth knowledge of highway design, construction, and maintenance oversight.

Essential

Duties Transportation Engineer II
  • Act as a liaison with divisions, MPOs, cities, counties, and other governmental entities concerning traffic management and/or traffic safety projects.
  • Act in an advisory capacity on administrative, technical, regulatory, and engineering aspects of transportation.
  • Analyze and assist in the resolution of contract problems and disputes.
  • Coordinate and/or monitor assigned projects, programs, and plans.
  • Develop, review, and related engineering documents, correspondence, reports, and remediation plans.
  • Drive/travel to project/work locations to make on‑site engineering reviews, analyses, tests, and to provide technical support.
  • Interpret maintenance standards, rules, methods, procedures, practices, and policies.
  • Lead and train professional and administrative staff.
  • Monitor consultants' progress and work quality; check invoices and associated documents; prepare supplemental agreements.
  • Perform other job responsibilities as assigned.
Transportation Engineer III
  • Includes all responsibilities listed for Transportation Engineer II as well as:
    • Develop plans for the Project Managers related to resource assignments, schedules, scope, communication, quality, and procurement, while utilizing available resources and maintaining the agency's project objectives.
    • Perform data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and/or plan development.
    • Assist in the publishing of technical training and guidance to project personnel on scheduling and resources of projects in an enterprise management system.
    • Develop training courses and/or materials.
    • Make presentations and represent TxDOT.
    • Perform other job responsibilities as assigned.
Transportation Engineer IV
  • Includes all responsibilities listed for Transportation Engineer II and III as well as:
    • Advise on routine through complex contract questions in daily support of District / Division contract users.
    • Assist in the development, publishing, and delivery of technical training and guidance to project personnel on scheduling and resourcing of projects.
    • Develop short‑term and long‑term goals and coordinate planning activities and resources required to meet goals.
    • Monitor contract performance, evaluate contract deliverables, review billing documentation, monitor the consultant's compliance with the terms of the contract, and/or prepare and deliver a written evaluation of the consultant's performance.
    • Serve as a project manager overseeing consultants performing advanced and complex engineering work.
    • Develop, review, and related engineering documents, correspondence, reports, and remediation plans.
