Job DescriptionThe Railroad Commission of Texas (RRC), recognized as a worldwide leader in the regulation of oil and gas exploration and production, seeks a Geographic Information Specialist to provide technical work in the Subsurface Investigation Unit (SSI), a new field assistance and compliance unit, and one of the six business units in the Technical Permitting section of the Oil and Gas Division.
The primary focus of this position will be to investigate and provide support to SSI Unit activities regarding subsurface incidents related to the functions of the Technical Permitting section, especially injection well permits (e.g., well blowouts, surface flows, sinkholes). The Geographic Information Specialist IV will be required to perform highly complex tasks related to generating spatial investigative data and analysis using ArcGIS Pro and other platforms.
Major responsibilities include developing and automating data links to RRC databases, data management and maintenance, development and customization of data management utilizing ArcGIS Pro tools, technical support, data integration, compliance and reporting.
Job Duties
- Independently execute and deliver GIS projects of moderate to high complexity, ensuring data integrity through rigorous QA/QC processes, identifying and resolving inconsistencies to maintain high‑quality datasets.
- Understand and utilize RRC applications to compile and query data.
- Input data including geospatial files, layers, and images into ArcGIS Pro.
- Create software productivity tools, automate maintenance processes, and integrate data using programming/scripting languages with Python as the preferred scripting language.
- Research, obtain, convert, scan, and geo‑rectify geospatial information from internal Commission sources, sister State Agencies, Operators, and industry non‑profit organizations.
- Data conversion, database management, and cross‑indexing for both internal and external data sources.
- Resolve record or mapping discrepancies through data research and address verbal and written inquiries.
- Provide feedback on GIS architecture, data management, acquisition, and logistics.
- Analyze data using standard statistical tools, methods, and techniques.
- Consult with internal and external customers to identify user needs.
- Interpret results to identify gaps in the data, processes, or application, etc.
- Clean and prune data to discard irrelevant information.
- Create meaningful reports and dashboards for daily/weekly/monthly reviews at various levels.
- Assist in developing methods for mitigating data issues by creating and testing User Cases.
- Assist in preparing technical reports to present and interpret data, identify alternatives, and make and justify recommendations on data revisions.
