The Development & Access Management Engineer reviews and coordinates development and access permit applications that impact TxDOT’s state highway system. The Engineer assembles permit packages, evaluates traffic control plans, construction phasing, and proposed improvements, and provides clear, accurate review comments. The role manages multiple simultaneous permit applications, maintains tracking, and ensures compliance with TxDOT access‑management requirements.
Core Responsibilities- Prepare and assemble permit review packages, including plans, forms, exhibits, and supporting documentation.
- Conduct plan review and markup using Bluebeam Revu for measurement, annotation, and documentation of comments.
- Perform field reviews and site visits to verify existing conditions and permit compliance.
- Track and manage multiple permit applications concurrently, maintaining status updates and coordinating timely reviews.
- Coordinate with TxDOT divisions (Hydraulics, Traffic, Environmental) and respond to review comments and questions.
- Verify application completeness and compliance with TxDOT access forms and procedures.
- Communicate with applicants, consultants, and internal staff to clarify requirements and support resolution of review comments.
- Provide technical guidance on TxDOT policies, procedures, and permitting requirements to internal and external stakeholders.
- Develop advanced engineering designs such as layouts, sketches, plans, specifications, estimates, and contracts.
- Serve as project manager overseeing consultants, monitoring progress, quality, invoices, and supplemental agreements.
- Negotiate fees, explain scope of work, and monitor consultant design contracts.
- Assist with design, computer operations, and plan preparation.
- Review and revise schematics, PS&E, project designs, shop drawings, and field changes for traffic control devices and related systems.
- Travel to project locations for on‑site engineering reviews, analyses, and technical support.
- Evaluate traffic control plans, construction phasing, and proposed improvements for impacts to the state highway system.
- Support and participate in development review meetings, documenting critical project information.
- Use Google Earth to review project locations, verify conditions, and create polygons or exhibits.
- Education: Bachelor’s Degree in Engineering or related science (or higher degree accepted by TX PELS).
- Experience: Full‑time experience or prorated part‑time equivalent. Graduate‑level education may substitute experience on a year‑per‑year basis.
- Licenses &
Certifications:
Valid driver’s license (state vehicle required). Licensed Professional Engineer
* or delayed licensure within six months of hire.
- Experience designing and managing roadway and highway transportation projects.
- Advanced engineering design work (layouts, sketches, plans, specifications, estimates, 3‑D models).
- Detailed design review and revisions.
- Project specification selection, preliminary and detailed estimates, and consultant contract negotiations.
- Familiarity with design and planning methods, applicable standards, and engineering software.
- Knowledge of geometric design, construction, traffic operations, maintenance, and environmental regulations.
- Contract oversight and traffic impact analysis.
- Lift up to 20 lbs.; frequent lifting of 10 lbs. or more.
- Repetitive wrist, hand, and finger motions.
Job is physically demanding; a pre‑employment physical is required.
