Public Assistance Consultant (On Call) – Tetra Tech

Join Tetra Tech as a FEMA Public Assistance Consultant (On-Call) in a remote capacity. The position is on‑call/as‑needed and may require periodic travel.

What You’ll Do
  • Work with the Program Manager to ensure the PA program meets applicant needs.
  • Advocate for applicants and assist in compliance with all FEMA laws, regulations, and policies.
  • Maintain knowledge of grant programs and interact with applicants, federal agency representatives, peers, and the program manager.
  • Establish and maintain relationships with applicants, federal agency representatives, peers, and the program manager.
  • Assist in drafting FEMA PA Project Worksheets for category A‑G disaster‑related activities, including special considerations and FEMA Cost Estimates (CEFs).
  • Assess client situations; identify and interpret federal regulations and apply knowledge to determine the method of project implementation.
  • Keep applicants informed and educated and work with them to resolve problems.
  • Analyze and resolve any unique project‑related events.
  • Design and maintain accurate project work records to meet applicant needs and audit requirements.
  • Respond quickly to managers, supporting project implementation and organizational efforts to ensure timely, cost‑effective delivery of high‑quality products.
  • Identify and collect required supporting documentation.
  • Organize collected documentation and upload to required digital storage locations.
  • Perform additional tasks such as data analysis, data entry, data reconciliation, and other daily duties as assigned.
  • Travel may be required.
  • Conduct activities in line with internal procedures, legislation, and industry standards.
  • Pursue continuous professional development and maintain a high degree of discipline knowledge and awareness.
  • Work safely at all times and report all health and safety incidents and concerns.
Required Qualifications
  • 2+ years of FEMA Public Assistance grant experience.
  • Strong proficiency in Microsoft Excel and ability to use functions to increase efficiency.
  • Self‑motivated, organized, detail‑oriented with excellent verbal and written communication skills.
  • Flexible, able to adapt immediately to changing priorities.
  • Associate’s or Bachelor’s degree preferred.
  • Demonstrated completion of the FEMA Public Assistance Independent Study Series (IS 1000 series) – required.
  • Prior FEMA public assistance experience as a Program Delivery Manager (PDMG), including Grants Manager and Grants Portal experience, and direct contact with clients and recipients preferred.
Physical Requirements
  • Prolonged periods sitting at a desk, driving in a vehicle, or working on a computer.
  • Ability to walk on uneven terrain in adverse weather, occasionally.
