The Pipeline Conveyance Lead will provide technical leadership, mentor engineering staff, support business development efforts, and serve as a trusted advisor to municipal clients.

This position offers the opportunity to play a key role in expanding our water practice while delivering critical infrastructure that serves communities across Central Texas and beyond.

What You'll Do:

  • Serve as the technical lead and engineer of record for pipeline infrastructure projects, ensuring high-quality deliverables and adherence to industry standards.
  • Manage multidisciplinary project teams consisting of civil, structural, geotechnical, electrical, and construction services personnel.
  • Develop pipeline alignments, hydraulic models, design reports, construction plans, specifications, cost estimates, and technical memoranda.
  • Oversee the design of transmission mains, gravity sewers, force mains, pressure pipelines, utility relocations, and associated appurtenances.

  • Provide project management oversight, including scope development, budgeting, scheduling, resource planning, and risk management.
  • Mentor and develop engineers, EITs, and technical staff through project leadership, technical guidance, and professional development support.
  • Support client relationship management activities and serve as a primary point of contact for assigned municipal clients.
  • Assist with business development efforts, including proposal preparation, project interviews, strategic planning, and identification of new project opportunities.
  • Participate in infrastructure master planning studies, condition assessments, capital improvement planning, and system expansion evaluations.
  • Work closely with construction phase services teams to address design questions, evaluate field conditions, review submittals, and support project delivery.
  • Stay current with evolving industry standards, regulatory requirements, and emerging technologies related to water and wastewater conveyance systems.

What You'll Need:

  • Bachelor of Science in Civil, Environmental, or a related engineering discipline.
  • 10+ years of progressive experience in the planning, design, and delivery of water and wastewater conveyance infrastructure projects.
  • Professional Engineer (PE) license.
  • Experience managing project budgets, schedules, and multidisciplinary engineering teams.

Proven ability to develop and maintain successful client relationships with municipalities, utility districts, and public agencies.
  • Demonstrated experience leading the design of large-diameter water transmission mains, wastewater collection systems, force mains, and related utility infrastructure.
  • Strong understanding of hydraulic principles, pipeline materials, trenchless technologies, utility coordination, and constructability considerations.
  • This hybrid job operates between an office environment and a field environment and routinely requires the use of standard office equipment such as computers, phones and copy machines. May require occasional exposure to work environments that may include inclement weather, heat, humidity, noise, hazard, atmospheric conditions, and bodies of water, depending on project requirements.
  • While performing the duties of this job, physical demands of the employee include frequent sitting, moving, standing, talking, hearing, and occasional balancing, stooping, kneeling, crouching, reaching, handling, grasping, and feeling.
