Salary

New hires, re‑hires, and internal hires will typically receive a starting salary between the posted minimum and the average pay of employees in their same classification. Offers will be commensurate with the candidate’s experience and qualifications and will thoughtfully consider internal pay equity for agency staff who perform similar duties and have similar qualifications. The top half of the posted salary range is generally reserved for candidates who exceed the requirements and qualifications for the role.

The maximum of the salary range is reserved for candidates that far exceed the required and preferred qualifications for the role.

POSITION OVERVIEW

The Assistant Division Director, Accounting plays a key leadership role within the Accounting Division, reporting directly to the Senior Division Director, Accounting and directly supervises eight team members across the Cash Management and General Ledger (GL)/Financial Reporting sections. This role involves advanced, senior‑level managerial responsibilities, including providing direction and guidance in strategic operations, optimizing processes, and fostering a culture of accountability and excellence.

Working under minimal supervision, the Assistant Division Director, Accounting exercises extensive latitude in decision‑making, demonstrating initiative and independent judgment to achieve organizational goals.

ESSENTIAL FUNCTIONS
  • Annual Financial Reporting: directs the preparation of state and federal grant reports and the agency’s Annual Financial Report (AFR) including reviewing and posting adjusting entries, performing fluctuation analysis, and preparing documents needed for annual audits.
  • Reconciliation Review: TCAPPS (TEA’s accounting system) and sub‑system reconciliations; reviews and approves quarterly binding encumbrance/payable reports, quarterly AFR reconciliations, and quarterly TCAPPS capital asset to State Property Accounting (SPA) reconciliations.
  • Month‑End Close: performs month‑end close procedure, establishes Consolidated Admin. Allocation setup, reviews and posts allocation journals as well as Cost Allocation Funding (CAF) journals.
  • Transaction Review and Approval: reviews and approves various transactions in TCAPPS and USAS systems, such as federal revenue draws, cash receipts entries, transfer journals, and other transactions daily or as needed.
  • Team Management and Supervision: directs personnel on the General Ledger/Financial Reporting and Cash Management teams by providing guidance and training, establishing performance measurements and staff development plans, and conducting performance evaluations and providing feedback.
  • MINIMUM QUALIFICATIONS
    • Education: Graduation from an accredited four‑year college or university.
