PUCT, Rate Analyst (Financial Analyst I-II)

OverviewThe Public Utility Commission of Texas regulates the state’s electric, telecommunication, and water and sewer utilities, implementing respective legislation and offering customer assistance in resolving customer complaints. The Rate Regulation division is responsible for setting rates, evaluating cost proposals, and ensuring consumers receive fair, reasonable, and compliant utility rates. A motivated professional can support the agency’s mission and make a meaningful career in public service.
ResponsibilitiesSupport the Rate Regulation Division by evaluating utility cost and rate proposals, analyzing economic and statistical data, and reviewing filings from regulated electric, telecommunications, and water and sewer utilities. Develop written recommendations for Commission decision‑makers, participate in rate‑setting proceedings and policy reviews, and help ensure consumers across Texas receive fair, reasonable, and compliant utility rates.
QualificationsFinancial Analyst I
- Bachelor’s degree from an accredited college or university with a degree in economics, business administration, or finance
- Minimum 12 semester hours in microeconomics, macroeconomics, or statistics/econometrics/calculus
Financial Analyst II
- Same educational requirements as Analyst I
- Minimum 1 year of full‑time work experience involving utilities, economic, statistical, or regulatory analysis
- Graduate degree in economics, business administration, finance, or related field, or a relevant professional certification such as CPA or CFA
- Experience as an expert witness in major regulatory proceedings
- Experience performing regression analyses using common statistical software packages
Financial Analyst I, B20: $70,008 – $76,356
Financial Analyst II, B22: $75,000 – $89,328

Work ScheduleStandard schedule Monday through Friday, 8:00 a.m. to 5:00 p.m. New hires may be eligible for telecommute after 30–90 days of employment with supervisor approval.
