GENERAL DESCRIPTION:

Performs advanced (senior-level) program management specialist work in legislation and grant management. Plan, direct, and monitor legislative responsibilities, evaluate their impact on crime records operations, and oversee required legislative policy and process updates. Manage documentation for rule making, coordinate with legal counsel, and prepare formal responses to legislative and operational inquiries. Develop and prepare documentation for grant opportunities. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL

DUTIES / RESPONSIBILITIES:
  • Analyze, review, and assign relevant Texas legislative bills for internal analysis and action.
  • Monitor and track legislation impacting crime records operations and manage the documentation and implementation of legislative changes within the division.
  • Research and interpret applicable federal and state laws, policies, and guidelines related to crime records functions.
  • Manage research findings to determine and document the operational impact of federal laws, policies, and guidelines on crime records functions.
  • Identify, manage, and coordinate the collection of necessary documentation for official rule making processes within the division.
  • Coordinate closely with the General Counsel's office to execute and finalize the divisional rule making process.
  • Prepare and draft technical documents required for audit responses.
  • Research and identify sources of external funds and create or develop proposals to secure funds for new grant opportunities and grant renewal opportunities.
  • Manage the drafting and review of official responses regarding legislative issues and operational matters impacting crime records functions.
  • Assist Crime Records Chief's Office with Legislative Appropriations Request development, including business case and fiscal examination of exceptional items.
  • Monitor and track relevant state and federal legislation to ensure alignment with agency policies and strategic goals.
  • Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
  • Perform other duties as assigned.
  • GENERAL QUALIFICATIONS and REQUIREMENTS:
    Education

    Graduation from an accredited four-year college or university is required.

    Experience

    Minimum of five (5) years’ experience in public administration, business administration, or major coursework in a field relevant to the assignment. Experience with analysis of proposed legislation or coordinating/directing legislative activity is preferred.

    Substitution

    Note:

    Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.

    Licensure and/or Certification

    Must possess a valid driver license from state of residence. Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) certification is preferred.

    Regulatory knowledge

    Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

    Technology

    Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint, Microsoft Project, Visio and Publisher,) and be able to learn new software/systems.

    Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS’ core values:
