Section Manager, Water Rights Technical Review Section (Manager VI)
Standard business hours are M-F, 8:00 a.m. – 5:00 p.m.
Individual and work group schedule determined by the TCEQ Water Availability Division.
Your Future SectionThe Water Availability Division is implementing exciting improvements, including the creation of a new section to better support our goals. The Water Rights Technical Review Section comprises the Environmental and Conservation Team (formerly Resource Protection Team) and Hydrology and Modeling Team (formerly Surface Water Availability Team).
The Water Rights Technical Review Section will work alongside the Water Rights Permitting and Data Section to review water right applications, including determining water availability and evaluating impacts to existing water rights or the environment.
Here’s What You’ll Be DoingThis Section Manager position’s primary responsibility is to manage the daily activities and operations of the section. These responsibilities include hiring and staff development, managing workloads, ensuring on-time and quality deliverables, and communicating section needs to management.
The Section Manager will provide direct and offer oversight to the two team leaders as their teams complete reviews of applications for Texas surface water rights, which include applying state statutes, rules, policies, and guidelines, along with hydrologic practices and principles. Oversight of the development and maintenance of Water Availability Models (WAMs) consistent with the Texas Water Code and agency rules is also required.
The Section Manager must be a skilled communicator, able to:
- present technical or regulatory information to governmental agencies, stakeholders, the public, and agency staff;
- represent the agency on inter- and intra- agency committees and/or work groups;
- facilitate or participate in public meetings;
- provide advanced level support in public meetings, alternate dispute resolutions, and Commission agenda meetings;
- serve as an expert witness in contested case hearings.
- Experience managing personnel functions including hiring and performance management.
- Experience leading public meetings.
- Experience testifying at administrative or legislative hearings.
- Experience with Texas statutes, rules, and policies for surface water rights.
- Experience using, or familiarity with, Water Availability Models (WAMs) and/or surface water simulation models.
Manager VI – Experience in the management of a business function, division, or department relevant to assignment or graduation from an accredited four‑year college or university with major coursework in a field relevant to assignment.
Transcripts / College Hours or Course Work – A copy of your official college transcript or evaluation of foreign credentials in CAPPS is required if needed to meet the minimum qualification requirements outlined above.
