General Description
Performs investigative work involving the collection, analysis, and documentation of information to support the enforcement of laws, rules, and regulations relating the licensing of Migrant Labor Housing Facilities (MLHF). Identifies and interfaces with related governmental agencies to facility information and resource sharing in overlapping areas of responsibility. Able to read, review, and interpret as well as maintain a working knowledge of relevant statute, Department rules, and procedures.
Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
Job Responsibilities
- Conducts investigations of alleged violations of laws, rules, and regulations of MLHF.
- Conducts complaint and unlicensed facility investigations, reviews records, and verifies information.
- Recommends enforcement or corrective action as needed.
- Contacts and interviews potential witnesses and complainants.
- Obtains, verifies, and records evidence and documents for use in investigations.
- Evaluates and summarizes investigative findings, as well as related reports from other staff to facilitate performance of job duties.
- Prepares records, correspondence, and reports.
- Prepares investigation case findings for presentation at administrative hearings or court proceedings.
- Identifies unlicensed sites for outreach and/enforcement.
- Conducts site visits as necessary to investigate complaints and unlicensed facilities as identified while coordinating and involving contract inspection staff as necessary.
- Maintains list of partner agencies and contacts within those agencies (ex. TWC, DOL, etc.).
- Checks complaint line voicemail and online complaint system daily.
- Responds, logs, and investigates all complaints received, including those received from workers, partner agencies, and eligible third parties.
- Assists in processing MLHF applications as needed.
- May be called to present testimony and evidence at formal hearings or court proceedings.
- Adheres to Department policies and procedures.
- Performs related work as assigned.
- Graduation from an accredited four-year college or university preferred. One year of appropriate experience may be substituted for one year of college on a year for year basis.
- Experience interacting with agricultural employers preferred.
Skills and Abilities
- Bilingual in English and Spanish.
- Knowledge of investigative principles, techniques, and procedures; and court procedures, practices, and rules of evidence preferred.
- Ability to conduct investigations; to interpret and apply laws and regulations; to work with local, state, and federal agencies; to conduct interviews and gather facts; to evaluate findings; to prepare reports; and to communicate effectively.
- Must have the ability to learn and be trained.
- Must be able to travel, at least 25 to 50 percent of the time, as needed.
- Must possess a valid State of Texas driver’s license.
- Must have the ability to establish and maintain working relationships with others.
- Must be able to operate calculator, adding machine, and personal computer.
- Knowledge of Microsoft Office products.
- While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to walk; stand; climb stairs; sit; use hands to use or handle office tools and equipment, including telephone and computer; and reach with hands and arms. The employee is occasionally required to stoop, kneel, or crouch. The employee must occasionally lift and/or move up to 25 pounds.
Specific vision abilities required by this job include ability to adjust focus for work with computers and peripheral vision and depth perception for driving.
Must be willing to work in a non-smoking environment and adhere to all applicable Department policies and procedures. Must be willing to work overtime if necessary which may include nights and weekends. Must attend work regularly and adhere to approved work schedule.
