Position: General Counsel II (Assistant General Counsel, Public Information)

Job Summary

Assistant General Counsel – Public Information is primarily responsible for ensuring the agency’s compliance with the Public Information Act, the agency’s records management function, and managing the public information team. The position may also be called upon to provide legal counsel on legislation, rules, and contracting. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

Responsibilities
  • Oversee the agency’s open records process and manage the public information team.
  • Coordinate the processing of open records requests and subpoenas.
  • Schedule and prioritize the team’s workload and related assignments to meet the agency’s goals, objectives, and mission.
  • Draft and review legal documents necessary to all job duties, including rules, legal opinions, briefs, and amendments for legislative consideration.
  • Review laws, rules and regulations affecting agency operations and administration; review and draft bills and amendments for legislative consideration and support rule promulgation and policy development.
  • Conduct training of agency personnel regarding public information.
  • Oversee the agency’s records retention process to ensure compliance with the records retention schedule; provide legal support for agency records retention policy and process.
  • Perform related work as assigned.
Minimum Qualifications

Education: Graduation from an accredited law school with a Juris Doctor (JD) degree.

Experience: Three (3) years of full‑time work experience with the Texas Public Information Act.

Preferred Qualifications:

  • Experience as a Texas governmental body’s public information coordinator (or equivalent position).
  • Knowledge of Texas records management laws and rules.
Registration, Certification or Licensure
  • Possess a valid Texas driver’s license.
  • Member in good standing with the State Bar of Texas.
  • Licensed as an attorney by the State of Texas.
Knowledge, Skills, and Abilities
  • Knowledge: Knowledge of legal principles, practices, and proceedings; of state and federal laws, rules, and regulations; and of agency administrative rules and regulations. Specifically, working knowledge of the Texas Public Information Act and administrative law.
  • Skills: Skill in legal research, writing, and analysis; in the use of a computer and applicable software (e.g., Microsoft Suite, Adobe Acrobat); in using reasoning and logic; in identifying and solving complex problems; in prioritizing workloads; and in using judgment to identify courses of action.
  • Abilities: Superior organizational and time‑management skills.
Physical Requirements and/or Working Conditions

This position functions in a standard office environment. Must be able to move around the office to access filing cabinets, office equipment and move up to 20 pounds. Must be able to communicate and exchange information via phone, computer, in person and via electronic media. Must be able to perform repetitive use of a keyboard at a workstation and work with overlapping deadlines.

This position is expected to work in the office but may be eligible for situational or hybrid telework schedule upon completion of an initial probationary period. For teleworking, must have a secure, dedicated workspace with internet service, ability to maintain a reliable consistent work schedule and be available for meetings and group collaboration via Microsoft Teams or other platforms/applications during regular business hours.
