The Texas Military Department (TMD) is commanded by the Adjutant General of Texas, the state’s senior military official appointed by the governor. The TMD is comprised of State & Federal Civilian Employees, the Texas Army National Guard, the Texas Air National Guard and the Texas State Guard.

Brief Position SummaryThe Environmental Compliance Specialist performs highly complex (senior-level) environmental tasks that encompass various areas of compliance. Work involves researching environmental regulations, especially focused on the Clean Water Act and Clean Air Act, managing permits (Water and Air), air emission inventories and inspections (generators, tanks, etc.) to ensure compliance. Responsible for conducting and/or contracting Environmental Condition of Property Assessments, Environmental Baseline Surveys, and Environmental Assessments (Phase I and II).
The position reports directly to the Resource Conservation Recovery Act (RCRA) Waste Manager and works under limited supervision with considerable latitude for use of initiative and independent judgment while maintaining environmental compliance.
Monday – Thursday, 10‑hour days, 40 hours a week.
Essential Job Functions and Responsibilities- Conduct inspections and assessments to identify environmental vulnerabilities that could compromise infrastructure integrity.
- Oversee hazardous material and waste management programs to prevent contamination or degradation of secure environments.
- Collaborate with engineering, cybersecurity, and facilities teams to align environmental controls with infrastructure protection frameworks (e.g., SPCC, SWPPP, NEPA, NIST).
- Support emergency response planning and incident mitigation related to environmental hazards affecting secure infrastructure.
- Provide training and outreach to staff on environmental practices that enhance infrastructure security and operational continuity.
- Review, edit, update, and revise environmental plans (SPCC plans, SWPPP, Environmental Waste Management Plan, etc.) based on regulatory requirements.
- Support NEPA requirements in environmental restoration actions for contaminated media, including PFAS compounds.
- Assist with the Operational Range Assessment Program (ORAP) and Non‑DOD Owned, Non‑Operational Defense sites (NDNODS).
