The Texas Health and Human Services Commission (HHSC), Community Services (CS) Department, seeks a qualified candidate for the Program & Advisory Committee Coordinator (Program Specialist V) position within the Office of Aging and Disability Resource Centers (OADRC). Under general supervision, this position performs highly advanced consultative, policy development, and program coordination work supporting the statewide Aging and Disability Resource Center (ADRC) program and associated advisory committees.
This position serves as a subject‑matter expert on advisory committee operations, stakeholder engagement, and ADRC program requirements. Responsibilities include planning, developing, implementing, and evaluating statewide program initiatives; ensuring compliance with federal and state requirements; and providing technical assistance to internal staff, ADRC providers, advisory committee members, and external stakeholders. The Program Specialist V works with considerable latitude for the use of initiative and independent judgment.

- Statewide ADRC Policy and Program Support (25%)
- Provides advanced policy analysis, program development, and technical assistance to support the statewide ADRC service delivery system.
- Independently analyzes program performance data, quality metrics, stakeholder feedback, and compliance requirements to identify trends, risks, and opportunities for system improvement.
- Develops and distributes program guidance, tools, and implementation resources in collaboration with ADRC State Office staff, local ADRC providers, federal partners, and stakeholders from the HHSC.
- Interprets and guides the application of federal and state statutes, regulations, and HHSC policies that impact ADRC operations, advising program leadership and staff on program requirements and policy implications.
- Advisory Committee Operations and Governance (20%)
- Coordinates and provides advanced operational, logistical, and governance support for the Texas Respite Advisory Committee (TRAC) in accordance with the Texas Open Meetings Act, relevant statutes, HHSC policies, and enterprise governance standards.
- Plans, schedules, and coordinates both virtual and in‑person meetings; develops agendas and supporting materials; ensures accessibility to support full participation for committee members and the public.
- Liason with the HHSC Advisory Committee Coordination Office (ACCO) to ensure timely and accurate posting of meeting notices, distribution of invitations, and dissemination of official communications.
