Job Summary

Under the direction of the Child Care Regulation Director for Policy, Rules and Program Support, the Program Specialist VII plans and executes advanced consultative services and technical assistance. The role manages high‑priority projects, develops project schedules, monitors progress, leads meetings, resolves challenges, and provides training. During legislative sessions, the specialist tracks and analyzes legislation, develops cost estimates, and reports implementation status.

The position operates with significant independence, leads rule development, and collaborates with agency staff, external stakeholders, and the public.

Key Responsibilities
  • Plan and coordinate projects with senior leadership to implement legislation, major initiatives, and high‑priority projects across rule development, IT, policy changes, website updates, and stakeholder communication.
  • Lead project progress, maintain accountability tools, and report status to leadership and stakeholders.
  • Provide technical assistance to CCR staff, agency programs, and external stakeholders; facilitate communication; lead work groups.
  • Prioritize and develop program initiatives; oversee staff work; train CCR staff on project management and legislative tracking.
  • Track legislation during sessions, develop implementation plans, analyze statements, estimate agency costs, and report progress.
  • Draft rules, regulations, policies, and procedures related to child care regulation.
  • Maintain current knowledge of project management, child development, regulatory practices, health and safety, and related fields.

    • Planning, assigning, prioritizing, supervising, and reviewing others’ work.
    • Interpreting federal and state statutes, regulations, agency rules, and procedures.
    • Training others; preparing briefings, reports, and communications.
    • Adapting to team growth and organizational change.
    Initial Screening Criteria

    Graduation from an accredited four‑year college or university plus one year of experience writing or interpreting policy and rule; or four years of experience writing and implementing state or federal laws or regulations may substitute for the degree. Preferred experience includes: implementing policy or rule for a governmental agency, coordinating group discussions, organizing project information, tracking project progress, and writing reports.
