GENERAL DESCRIPTION:Performs highly complex (senior-level) purchasing and procurement work for the agency. Work involves processing purchases and delivery of various types of commodities and services, including unusual and complex goods and services for agency facilities statewide; and preparing and/or reviewing technical specifications and complex procurement documents for a variety of goods and services. Trains others. Works under limited supervision, with considerable latitude for the use of initiative and independent judgement.
The following Military Occupational Specialty codes are generally applicable to this position.

ESSENTIALDUTIES / RESPONSIBILITIES:
- 1. Coordinates and facilitates procurement-related meetings such as kick-off and pre-proposal meetings, post-award conferences, team briefings, and evaluation scorings.
- 2. Actively participates in dispute resolutions and protests.
- 3. Conveys advanced knowledge of procurement to internal and external stakeholders regarding contract administration, policies, and procedures.
- 4. Coordinates development and negotiation of contracts.
- 5. Coordinates research and development of supporting documentation for emergency, disaster declaration, proprietary, or grant purchases to ensure compliance.
- 6. Monitors legal and regulatory requirements pertaining to purchasing and contracting.
- 7. Prepares and reviews solicitations and awards to verify accuracy, terminology, and specifications.
- 8. Coordinates with Division on existing contract actions for renewals, amendments, extensions, and/or new solicitations.
- 9. Processes assignments within established SLAs or Acquisition Schedules.
- 10. Conducts needs assessments to determine requirements for the purchase of goods or services.
- 11. May serve as a senior team member, occasionally providing direction to others.
- 12. Attends work regularly and observe approved work hours in accordance with agency leave and attendance policies.
- 13. Performs other duties as assigned.
Education -
Graduation from a standard senior high school or the equivalent is required. Graduation from an accredited four (4) year college or university with major course work in Business Administration, Public Administration, Finance, Accounting, or a related field is preferred.
Experience -Minimum of Five (5) years of experience in purchasing or contract development work. State purchasing experience preferred.
Licensure and/or Certification -If driving is required, must possess a valid driver license from state of residence. Certification as a Certified Texas Contract Developer (CTCD) and Certified Texas Contract Manager (CTCM) are required for this position or attainment of both certifications within eleven (11) months of hire. Must maintain valid certification for continued employment in position.
Regulatory KnowledgeWorking knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies, and procedures. Knowledge of procurement regulations, policies and procedures, and community resources. Knowledge of and skill in interpreting and applying state and federal laws and regulations.
TechnologyMust possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
Interpersonal SkillsMust exercise excellent interpersonal skills - position continually requires demonstrated poise, tact, diplomacy, and an ability to establish and maintain effective working/professional relationships with external and internal customers. Ability to effectively lead others.
