Job Description

The Registered Therapist V, Managed Care Therapy Analyst, is a senior‑level position reporting to the Acute Care Utilization Review (ACUR) Unit’s Managed Care Clinical Review Manager. The role ensures Texas Medicaid recipients receive appropriate access and coordination of medically necessary services through contracted managed‑care organizations (MCOs). The analyst oversees the efficacy of MCO prior‑authorization and utilization‑review processes, safeguards against access disparities, and serves as a subject‑matter expert on therapy services within HHSC.

Job Functions
  • Ensure compliance with Texas Medicaid MCOs utilization management and HHSC contracts, state and federal regulations (STAR Kids, STAR, STAR+PLUS, STAR Health).
  • Review and analyze MCO policies, utilization‑review procedures, and clinical documentation to verify adherence to Uniform Managed Care Manual and Contract.
  • Oversee MCO prior‑authorization criteria, assess medical necessity, and evaluate clinical reviewers’ consideration of assessment records and plans of care.
  • Identify inconsistencies or inaccuracies in utilization review and recommend process improvements.
  • Provide concise summary input in case, policy, and procedure reviews with MCO leadership.
  • Coordinate case reviews with the Clinical Review Manager, utilize ACUR tools, and prepare findings for dissemination.
  • Assist in developing and administering rebuttal, reconsideration, and corrective action plans submitted by MCOs.
  • Provide technical assistance to MCOs and independent review organizations, prepare written reports of findings, and address complaints from the Quality Assurance team.
  • Interpret complex state and federal regulations related to Texas Medicaid managed care and provide expert input on proposed changes.
  • Offer consultation on contract procurement activities, training, and guidance related to clinical policies.
  • Lead and participate in provider trainings and intra‑departmental collaborations.
  • Perform other duties as assigned.
Registrations, Licensure, & Certification Requirements

Must possess a current Texas Speech‑Language Pathology license.

Initial Screening Criteria

Master’s degree in speech‑language pathology.

Minimum Experience

10 years of clinical experience.

Preferred Experience

Experience with Texas Medicaid, managed care, utilization review, or case management.

Knowledge, Skills, and Abilities
  • Knowledge of Texas Medicaid skilled therapy benefits and policy.
  • Experience in therapy prior‑authorization, utilization management, and quality assessment.
  • Knowledge of HHSC programs, including Medicaid/CHIP and managed care.
  • Familiarity with ICD‑10 and HCPCS/CPT codes.
  • Excellent computer skills, including Microsoft Office suite.
  • Ability to work independently, collaborate effectively in a team, and meet tight deadlines in a high‑volume environment.
