    OVERVIEW

    The Texas Refugee Mental Health and Wellness Program Manager is responsible for creating and overseeing the implementation of mental health and wellness-related programs to increase understanding of and access to culturally appropriate mental health services for refugees and other eligible populations across the state of Texas. Programs are supported by multiple funding sources, including the Office of Refugee Resettlement (ORR) and the Substance Abuse and Mental Health Services Association (SAMHSA).

    The position creates programming, provides programmatic oversight, and supervises mental health and wellness team members. The Texas Refugee Mental Health and Wellness Program Manager must have the professional background and experience to implement and oversee program activities while ensuring compliance with USCRI and funder policies. The programs serve refugee, asylee, Cuban/Haitian Entrant, Special Immigrant Visa holder, Victim of Trafficking, and eligible Humanitarian Parolee populations, as well as service providers.

    This position is office-based in Austin, Texas.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    • Provide operational oversight to program activities in multiple Texas-based Refugee Health Services programs, including Refugee Health Promotion, Mental Health Awareness Training, and future mental health statewide capacity-building programming;
    • Lead and coordinate the design and implementation of new statewide capacity-building mental health programming;
    • Provide ongoing leadership, direction, development, oversight, and day-to-day support to mental health and wellness-based team members in statewide Texas-based Refugee Health Services programs;
    • Act as a subject matter expert on mental health and wellness topics and programming and ensure all activities are client-centered, trauma-informed, strengths-based, and culturally and linguistically appropriate;
    • Establish and maintain the coordination of successfully meeting programmatic and funder requirements (budgeting, reporting, and program objectives) in multiple programs;
    • Collaborate with local resettlement agencies, community-based organizations, health and education providers to create and implement programs;
    • Proactively identify program challenges and obtain workable resolutions, make a broad range of decisions and communicate and escalate issues as appropriate;
    • Identify and leverage promising practices and progressive tools from a wide range of sources and partners to enhance program quality;
    • Ensure compliance with program and agency policies and procedures; and
    • Perform other duties as assigned by supervisor.

    POSITION REQUIREMENTS

    • Bachelor’s degree in human services or mental health-related field (social work, counseling, psychology, etc.) required;
    • At least 5 years of relevant work experience required;
    • Master's degree in related field preferred;
    • Experience as a supervisor or team lead required;
    • Experience in budgeting, reporting, and grant or program administration strongly preferred;
    • Experience in refugee resettlement, refugee health, refugee mental health and wellness, mental health, or related social service programs required;
    • Experience in client-centered, trauma-informed, strengths-based, and culturally and linguistically appropriate program design and service delivery required;
    • Experience in or knowledge of Mental Health First Aid preferred;
    • Knowledge and experience in creating and conducting trainings to various audiences;
    • Knowledge and experience in creating, conducting, and analyzing needs assessments;
    • Knowledge and experience in data collection, data analysis, survey creation, pre- and post evaluations and reporting;
    • Excellent verbal, written, and interpersonal communication skills;
    • Strong skillset in MS Word, MS Excel, MS PowerPoint, Adobe Pro, and Zoom;
    • Ability to prioritize duties independently, think strategically, and multi-task in a fast-paced environment;
