Responsibilities (Essential Job Functions)
  • Oversees, evaluates, and monitors a comprehensive safety and compliance program for laboratory staff. Establishes goals and objectives for the safety program. Maintains exposure control, chemical hygiene, and radiation safety programs; provides PPE and immunizations. Coordinates first aid and post-exposure follow-up procedures. Directs investigations of accidents to prevent recurrence. Leads and coordinates Laboratory Safety Coordinators. Monitors workers’ compensation records. Maintains safety-related contracts and scopes of work for purchases.
  • Develops safety procedures, rules, and standards to ensure quality and consistency. Performs risk assessments for chemical hazards and infectious substances. Performs respiratory fit testing to meet OSHA requirements for respirator use.
  • Directs, plans, and monitors safety training and evaluates the competency of a team of safety officers. Ensures officers are trained in safety and compliance per applicable regulations. Assigns tasks and deadlines.
  • Maintains infectious and chemical waste programs. Serves as a liaison with local, state, and federal agencies. Ensures compliance with regulations governing waste treatment and disposal. Manages waste stream evaluation and in-house procedures. Maintains offsite waste treatment contracts and ensures compliance with City of Austin pretreatment requirements for acid waste. Responds to incidents involving infectious agents, hazardous chemicals, and radioactive materials. Prepares reports and maintains records.

    Acts as backup contact during laboratory emergencies to ensure NFPA 101 Life Safety Code compliance. May require after-hours or weekend responses.
  • Performs other duties as assigned, including participation in disaster response or Continuity of Operations (COOP). May require alternate shift patterns and safe operation of state-owned vehicles. Adheres to fleet operations standards.
  • Knowledge, Skills, and Abilities (KSAs)
    • Comprehensive knowledge of public health laboratory safety, technologies, techniques, and terminology specific to the functions overseen; knowledge of biosafety level containment.
    • Understanding of public administration and management principles; knowledge of budgeting, purchasing, and material management procedures.
    • Logic and reasoning to identify strengths and weaknesses of solutions; strong oral and written communication skills.
    • Decision-making, negotiation, facilitation, coordination, and collaboration skills; ability to identify project risks and gaps.
    • Ability to teach work-area procedures; effectively communicate with internal and external customers; handle diverse client concerns.
    • Ability to set goals for work teams and monitor progress; adaptability to changes with a positive attitude; ability to initiate and manage projects to completion.
    • Ability to work collaboratively with others.
