Under the direction of the Data Management and Analytics Group Manager, the Epidemiologist II performs advanced epidemiological work related to HIV/HCV/STD data management and analyses. The work may require specialized knowledge of health behaviors related to HIV/HCV/STD transmission and includes, but is not limited to:
- Assisting with planning and execution of epidemiological and surveillance projects
- Collection and analyses of data through these projects
- Analyzing HIV/HCV/STD surveillance and program data to process data requests
- Assisting with other data management responsibilities of the group
- Utilizing THISIS, eHARS, and other relevant surveillance systems for data analytic activities
- Participating in, and evaluating, the development of data management and analytic procedures, protocols, and guidelines
- Assisting with quality assurance measures to ensure disease data analyses are accurate and timely
- Performing other duties as assigned
Work is performed with general supervision and moderate latitude for initiative and independent judgment.
Essential Job Functions (EJF)- Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
- Conducts HIV/HCV/STD surveillance data analysis; conducts research investigations, surveillance, and assessment using standard scientific methods and programmatic needs or new approaches; provides research and technical assistance regarding epidemiological methods, study design, and program evaluation; prepares data for web-based query systems as needed (30%).
- Assists in providing HIV/HCV/STD data to policy makers, public health practitioners, internal and external partners, and the public (30%).
- Conducts analyses of survey-collected data; applies advanced statistical and analytical procedures; current projects focus on HIV/HCV/STD behavioral risk factors, testing, treatment, transmission, medical care, and clinical outcomes (15%).
- Participates in epidemiological and surveillance project activities, including development of local survey questions and survey formative assessment and medical chart abstractions (15%).
- Presents results and findings to appropriate audiences; assists with reviews of reports, manuscripts, and other documents for accuracy (5%).
- Other duties as assigned, including supporting disaster response/COOP activation; may require alternate shift pattern or location (5%).
Skills And Abilities
- Knowledge of major functions of public health.
- Knowledge of statistical analysis concepts (preferably SAS), database management, and their applications to public health surveillance and research.
- Knowledge of health status, socioeconomic and demographic measures used in public health.
- Knowledge of population, socioeconomic and health outcomes data sources.
- Knowledge of programming logic and scripting.
- Knowledge of human subjects protections and confidentiality issues.
- Knowledge of HIV and other infectious diseases.
- Skill in data analysis with statistical software (preferably SAS).
- Skill in writing syntax to perform data analysis (preferably SAS).
- Skill in using computers and software relevant to data collection and analysis (e.g., NEDSS-based systems, Excel, PowerPoint, Epi Info, SAS, R, STATA, SPSS, Access).
- Skill in internet publishing/graphics and data visualization software such as Tableau or Power BI.
- Skill in verbal and written communication; scientific presentation; developing reports, fact sheets, dashboards.
- Skill in handling sensitive personal health information; data interpretation.
- Ability to organize, manipulate, and manage complex data; query complex databases (preferably with SAS).
- Ability to use population data for public health planning and evaluation; meet deadlines; exercise independent judgment; work independently and as part of a team.
