Data Analytics Team Lead / Medical Research Specialist role in the Department of State Health Services within the Infectious Disease Prevention department.

Responsibilities and Essential Functions

Under the direction of the Director in the Disease Surveillance and Epidemiology (DSE) Section, the Medical Research Specialist of the Data Team performs complex (journey-level) work that provides for the daily operations of the team. Responsibilities include providing oversight and direction for planning, implementing, coordinating, and evaluating activities mandated or assigned to the Data Team. The role serves as a subject matter expert in the analysis of infectious disease data in Texas and guides Data Team activities to meet agency and Texas public health data analytics needs.

Other responsibilities include developing priorities and standards, providing epidemiological consultation for emerging and acute infectious disease surveillance, and contributing to data management and analysis efforts. The role oversees activities to collaborate with the Public Health Information & Data Exchange (PHID) Group, the Centers for Disease Control and Prevention (CDC), and others to enhance National Electronic Disease Surveillance System (NEDSS) functionality and data.

It also involves designing procedures to ensure data quality, producing routine and ad hoc data reports, contributing to epidemiologic reports, presentations, and manuscripts, and representing the Section in meetings and oral presentations. Duties require regular attendance and the ability to work with limited supervision and moderate latitude for initiative and independent judgment.

  • 35% - Data Management and Analysis
    • Oversee the development of policies and procedures for data quality assurance and data management of infectious disease investigations, especially for NEDSS data.
    • Document new and existing databases and ensure accuracy and integrity of the Section's datasets.
    • Develop and run software programs to perform analytical tasks and generate reports.
  • 20% - ELC Core Activities
    • Oversee ELC Core Project (A Cross-Cutting Epidemiology and Laboratory Capacity Grant) requirements. Develop milestones and coordinate with staff including the laboratory to complete reporting and application documents throughout the year.
    • Collaborate with staff to complete grant tasks, including needs assessment, analysis, and training plan development. Plan and implement outbreak response and surveillance improvements, coordinating with partners.
    • If funded, coordinate the yearly ELC Conference with the section staff as part of the workplan.
  • 15% - Serves as Data Team Lead
    • Assign work, participate in screening and hiring processes, plan and direct projects, and ensure deadlines are met.
    • Establish team priorities with the DSE Director and implement them.
    • Support management in obtaining and analyzing data for surveillance program evaluation.
    • Assess training needs, provide on-the-job training, and assist less experienced staff with complex issues.
    • Attend meetings and provide input on work assignments; represent the Section in meetings and presentations related to grant deliverables.
  • 10% - Epidemiologic studies and investigations
    • Plan, design, conduct, and coordinate epidemiological and medical research activities, surveillance projects on reportable infectious diseases.
    • Serve as a subject matter expert in statistical methods and study design.
    • Collaborate to develop objectives, sampling design, randomization, and analysis plans for epidemiological research activities.
  • 10% - Liaison with PHID Group & Data Quality Assurance
    • Work with PHID Group to improve notifiable disease data quality in NEDSS.
