Position Overview

Under direct supervision of the Manager of the Chronic Disease Epidemiology (CDE) Branch, the Program Evaluator Team Lead evaluates chronic disease programs or initiatives within the Health Promotion and Chronic Disease Prevention section. The incumbent develops and implements evaluation frameworks, leads technical assistance and consultative services to internal and external partners, and manages the evaluation team.

Core Responsibilities
  • Provide expert technical assistance and consultation for the evaluation of strategic partnerships and chronic disease prevention initiatives, including programmatic and community interventions.
  • Lead the CDE branch’s evaluators’ team; participate in hiring, assignments, and training of team members.
  • Design, implement, and monitor research studies relevant to chronic disease prevention and health promotion.
  • Develop and oversee scientific literature reviews and clear external communication of findings.
  • Prepare annual, internal, and legislative reports related to programmatic funding and assist with grant applications.
  • Perform other duties as assigned, including potential participation in disaster response or COOP activation.
Required Knowledge,

  • Public health, health promotion, and chronic diseases.
  • Research planning, methods, and principles.
  • Scientific research methods and statistical concepts.
  • Evaluation methods and tools including SMART objectives, performance measures, indicators, and logic models.
  • Conducting surveys, interviews, and focus groups.
  • Scientific literature review processes and associated publication databases.
  • Building effective partnerships, problem‑solving, and effective communication.
  • Leading group efforts, teamwork, and project management.
  • Developing procedures to monitor progress and providing recommendations to diverse audiences.
  • Using MS Office and statistical software (e.g., SAS, SPSS, Stata, NVivo, Atlas.ti).
  • Applying measurement and evaluation theories and developing valid instruments.
  • Establishing working relationships across multiple organizational levels.
Initial Screening Criteria
  • Graduate degree in public health or related field.
  • Minimum of one year’s experience in evaluation work, evidence‑based interventions, qualitative data collection, survey development, data analysis, and dissemination.
  • Experience developing logic models, conducting surveys/interviews, writing evaluation reports, and presenting scientific findings.
  • Experience leading a team or project.
  • Preference for candidates with published scientific work.
