Geographic Information Specialist IV

The Railroad Commission of Texas (RRC), recognized as a worldwide leader in the regulation of oil and gas exploration and production, seeks a Geographic Information Specialist to provide technical support within the Subsurface Investigation Unit (SSI) and the Technical Permitting Section of the Oil and Gas Division. The primary focus will be on investigating subsurface incidents such as injection well permits, well blowouts, surface flows, and sinkholes, and providing spatial investigative data and analysis using ArcGIS Pro and related platforms.

Responsibilities

Key responsibilities include:

  • Execute and deliver GIS projects of moderate to high complexity with rigorous QA/QC processes.
  • Compile and query data using RRC applications.
  • Input geospatial files, layers, and images into ArcGIS Pro.
  • Develop software tools, automate maintenance processes, and integrate data using Python.
  • Research, obtain, convert, and geo‑rectify geospatial information from internal and external sources.
  • Manage data conversion, database cross‑indexing, and resolve mapping discrepancies.
  • Provide feedback on GIS architecture, data management, acquisition, and logistics.
  • Analyze data with standard statistical tools, produce reports and dashboards, and assist in preparing technical reports.
  • Develop databases, data analytics, and strategies that optimize statistical efficiency and quality.
  • Establish and maintain standard work procedures for data use.
  • Perform related work as assigned.
Qualifications
  • Graduation from an accredited four‑year college or university with major coursework in computer science, information systems, geography, GIS technology, or a related field.
  • Five years of professional experience in mapping and data analysis, including programming/scripting languages with Python, process mapping, and data management.
  • Five years of experience with GIS‑related applications such as ArcGIS Pro, Microsoft Access, or Power BI.
  • Willingness to work in the WBT Building in Austin, Texas.
  • Experience and education may be substituted on a year‑for‑year basis.
Preferred Qualifications
  • Oil and gas industry experience.
  • Experience with data conversion, indexing, and georeferencing.
  • Knowledge of Kingdom and/or Petra software applications.
  • Familiarity with Railroad Commission rules, policies, and procedures.
  • Understanding of geology.
  • Ability to download satellite imagery/Lidar data to create digital elevation models, 3‑D maps, and specialty maps.
  • Familiarity with imagery data sources and websites.
  • Ability to maintain and update multiple ArcGIS Pro projects.
  • Skill in editing, tracing, digitizing, and manipulating raster/shape files.
  • Capacity for testing new programs and troubleshooting software issues.
Knowledge, Skills, and Abilities
  • Proficiency in at least one programming/scripting language, preferably Python.
  • Proficiency in database applications including ArcGIS Pro, Python, Microsoft Access, and Power BI.
  • Strong verbal and written communication skills.
  • High level of accuracy and attention to detail.
  • Ability to work effectively as part of a team or independently.
Miscellaneous Requirements
  • Work Monday‑Friday, 8 AM to 5 PM with occasional flexible hours, overtime, and weekends.
  • Valid Texas driver’s license and good driving record.
Physical Requirements

Must be able to operate a computer and office equipment and read and understand documents. The primary work environment is an indoor office with controlled heating and cooling.
