The Texas Health and Human Services Commission (HHSC) seeks a highly qualified Database Administrator II to support the Access and Eligibility Services (AES), 2‑1‑1 Texas Information and Referral Network (2‑1‑1 TIRN). The role involves planning, developing, maintaining, and monitoring the integrated 2‑1‑1 TIRN database and technology‑related applications, with a focus on performance, security, and user support.
Essential Job FunctionsSystem Design & Maintenance (35%)
• Design, develop, maintain, and test the 2‑1‑1 TIRN database, websites, and applications.
• Monitor database performance, develop monitoring tools, identify problems, and implement capacity improvements.
• Determine and enhance database architecture standards, covering security, performance, and application needs.
• Design or coordinate with IT contractors on backup/recovery policies, storage, and migration strategies.
• Maintain database, website, and application security and implement search strategies.
• Load and reorganize databases, perform data modeling, prototyping, and design.
Project Management (35%)
• Formulate project plans, budgets, schedules, work plans, and resource requirements.
• Participate in cross‑program work groups and meetings.
• Provide guidance to IT contractors and development teams.
• Monitor project quality and deliverables, manage costs and timelines, and mitigate risks.
Stakeholder Coordination & Training (15%)
• Coordinate communication with program staff, IT contractors, AIC contractors, and business partners.
• Evaluate and prioritize requests from contractors for new features and data elements.
• Develop policies and procedures for consistent use of the database.
• Provide training and technical assistance to contractors and staff.
Evaluation & Recommendation (10%)
• Evaluate enhancements and upgrades for feasibility, cost, time, compatibility, and performance.
• Obtain authorizations from management and demonstrate business need.
• Recommend data software packages and upgrades, review proposals, and maintain expertise.
Other Duties (5%)
• Participate in disaster response or continuity of operations (COOP) activities, potentially requiring alternate shift patterns or locations.
Knowledge, Skills, and Abilities• Knowledge of database development, design, testing, and monitoring principles and best practices.
• Knowledge of database structures and data file formats.
• Knowledge of HHS information security requirements and procedures.
• Knowledge of database administration tools and performance management.
• Knowledge of project management and cost estimating techniques.
• Skill in establishing and managing program performance requirements.
• Ability to assess future database information needs, develop reports, conduct project planning, and coordinate work assignments.
• Ability to analyze systems and procedures, write and revise standards, and recommend program improvements.
• Ability to train others, prepare concise reports, communicate effectively, and lead staff work.
• Knowledge of Microsoft Office (Word, Excel, PowerPoint, Access, Project, Teams, SharePoint).
• Knowledge of Inform USA taxonomy, AIRS taxonomy, and 2‑1‑1 TIRN standards.

Initial Selection Criteria• Demonstrated experience in project coordination, including planning and implementing complex technology projects.
• Experience in Texas Health and Human Services funded programs or 2‑1‑1 Texas is preferred.
• Graduation from an accredited four‑year college or university (Master’s degree preferred).
• Additional related work experience may substitute for education on a year‑for‑year basis, up to a maximum of four years.
