Position Overview

Client Information Technology requires a Data Engineer to support the development of a client data integration hub within the Performance Management & Analytics System (PMAS) project. This role will function as a senior technical leader within an agile development team, focusing on data acquisition, ETL automation, complex SQL development, and end‑to‑end implementation of data solutions.

Duties & Responsibilities
  • Understand business objectives, identify alternative solutions, and conduct cost/benefit analysis.
  • Analyze user requirements and operational procedures to automate processes or improve existing systems.
  • Write detailed descriptions of user needs, program functions, and development steps.
  • Review system capabilities to determine feasibility of requested changes.
  • Develop the DAP/PMAS Report on Medicaid Personal Care Services.
  • Implement and configure infrastructure for the data integration hub.
  • Design, develop, and implement the hub using agile methodology covering validation of performance metrics, creation of Epics/User Stories/Tasks, automation of data acquisition, development of complex SQL scripts, integration testing, load and stress testing, deployment/internal & external publication, and operational support.
  • Fill the role of a technical leader, leading an agile development team through a project.
  • Acquire data from multiple sources and transform it into a dimensional model.
  • Develop complex SQL scripts and automate transformations with Informatica Power Center/IICS.
  • Collaborate with Data Engineering Team on optimal data design.
  • Verify and validate SQL scripts, Informatica automation, and database views.
  • Automate verification and validation processes.
  • Participate in all sprint ceremonies.
  • Work closely with Architects and Data Engineering Team on implementation designs and data acquisition strategies.
  • Create mockups and work with customers for validation.
  • Address technical problems with team members.
  • Assist with implementation and configuration of development tools.
  • Produce and maintain technical specifications, diagrams, and documentation supporting DD&I efforts.
  • Participate in requirements and design sessions.
  • Interpret new and changing business requirements, assess impact, and propose enhancements.
  • Perform any other duties as assigned.

Skills and Qualifications

Minimum Requirements
  • 8 years required:
    Experience developing mappings and workflows to automate ETL processes using Informatica Power Center or IICS.
  • 8 years required:
    Experience acquiring and integrating data from multiple sources (Oracle, SQL Server, Excel, Access, Adobe PDF) for Tableau visualization.
  • 8 years required:
    Experience designing and developing complex Oracle and/or Snowflake SQL scripts that are fast and efficient.
  • 8 years required:
    Strong analytical and problem‑solving skills, having served as a system analyst for data analytics or data warehousing projects.
  • 8 years required:
    Technical writing and diagramming skills, proficiency with modeling and mapping tools (Visio, Erwin) and Microsoft Office Suite (Word, Excel, PowerPoint) and MS Project.
  • 8 years required:
    Experience planning and delivering software platforms across multiple products and organizational units.
  • 8 years required:
    Proven ability to write well‑designed, testable, efficient code using best software development practices.
  • 6 years preferred:
    Excellent oral and written communication skills.
  • 6 years preferred:
    Ability to manage multiple responsibilities, prioritize conflicting assignments, and switch quickly between assignments.
  • 4 years preferred:
    Experience on an agile sprint team.
  • 4 years preferred:
    Understanding of security principles and their application to healthcare data.
  • 4 years preferred:
    Experience with state‑of‑the‑art software components for performance metrics data visualization or BI.
  • 4 years preferred:
    Bachelor’s degree in Computer Science, Information Systems, or Business (or equivalent experience).
  • 4 years preferred:
    Prior experience in the Healthcare Industry.
  • 4 years preferred:
    Prior experience with an HHS agency.
