The Work

The Business Analyst III will play a key role in providing oversight, documentation, analysis, and stakeholder engagement throughout the modernization process. The ideal candidate will have a strong background in working with business and IT teams, system requirements gathering, process reengineering, and technology solutions.

Responsibilities
  • Review, analyze, and evaluate business systems and user needs.
  • Work with business and IT teams to formulate systems aligned with overall business strategies.
  • Write detailed documentation of user needs, technical requirements, program functions, and steps required to develop or modify systems.
  • Identify opportunities for business process reengineering to improve efficiencies.
  • Prepare solution options including financial analyses such as cost/benefit, ROI, and buy/build assessments.
  • Leverage industry-standard business process mapping and reengineering practices.
  • Analyze raw data to derive actionable insights and inform business decisions.
  • Support and validate technology solutions by leveraging data-driven analysis.
  • Serve as a liaison between business stakeholders and IT teams such as Architecture, Project Delivery, and Application Sustainment.
  • Provide IT stakeholder oversight for complex application enhancement initiatives involving multiple Medicaid Enterprise Systems (MES) vendors.
  • Support project and product oversight for integrated Medicaid IT-Contracted Systems efforts.
  • Assist in the creation and maintenance of project documentation including business requirements, processes, risk identification, and IT solution recommendations.
  • Contribute to stakeholder communication and participate in Agile ceremonies in a SAFe (Scaled Agile Framework) environment.
  • Other duties as assigned.
Qualifications

Here’s What You Need

  • 8 years of experience with Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems.
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

Minimum

Skills:

  • Must possess problem-solving skills.
  • Exceptional communication skills, both oral and written
  • Analyzing and interpreting raw data.
  • Requirements gathering and documentation.
  • Business process improvement and system design.
  • Ability to respond effectively to customers with a sense of urgency.
  • Proficient in Microsoft and Adobe toolsets, including Excel, Word, PowerPoint, Acrobat, etc.
  • Highly motivated with the ability to handle and manage multiple tasks at any one time.
  • Ability to forge new relationships, individual and teaming in nature.
  • Must be a Self-starter, that can work independently and as part of a team.

Preferred Qualifications:

  • 3 years working with Agile environment
  • 3 years experience with Texas HHSC process as well as Texas Medicaid and CHIP systems.
