Job SummaryThe Database Administrator II works under general supervision of the 2-1-1 TIRN Program Supervisor and performs advanced work in planning, developing, maintaining, and monitoring the integrated 2-1-1 TIRN database and related applications. The role initiates and manages technical database and application-related projects, monitors their progress, and communicates with stakeholders to ensure program goals are met.
Key Responsibilities- Design, develop, maintain, and test the 2-1-1 TIRN database, websites, and applications.
- Perform database performance monitoring; develop tools, identify problems, and implement efficiency and capacity improvements.
- Determine and enforce database architecture standards to meet program and security requirements.
- Plan and coordinate data storage, migration, and archiving for new and existing data.
- Establish and control database, website, and application security; implement search strategies.
- Load and reorganize databases as needed; perform data modeling and prototyping.
- Formulate project plans, budgets, schedules, and resource requirements for database projects.
- Manage project quality, monitor progress, and coordinate risk mitigation and schedule compliance.
- Serve as liaison for communication with HHSC-IT, technology contractors, AIC contractors, and other business partners.
- Develop policies and procedures for consistent database use and provide training and technical assistance.
- Analyze and evaluate enhancements and upgrades for feasibility, cost, and compatibility.
- Participate in disaster response and continuity of operations activities as required.
- Proficiency in database development, design, testing, and monitoring.
- Knowledge of database structures, file formats, and data transfer applications.
- Familiarity with HHS information security requirements and computer system operations.
- Project management and cost estimating skills.
- Ability to plan, coordinate, and supervise both contracted and non-contracted staff.
- Strong oral and written communication skills, including translating technical information into plain language.
- Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Access, Project, Teams, SharePoint) and project management tools.
- Knowledge of Inform USA taxonomy, 2-1-1 TIRN program resources, and relevant federal laws.

- Demonstrated experience in project coordination, including planning and implementing complex technology projects.
- Preferred experience in Texas Health and Human Services funded programs or 2-1-1 Texas programs.
- Graduation from an accredited four-year college or university (Master’s degree preferred).
- Relevant social service work experience may substitute for education up to a maximum of four (4) years.
