Under the general supervision of the Child Care Regulations Enhancement and Release Manager, this position performs complex business analysis work. The work involves coordinating the gathering, development, and documentation of business requirements, analyzing requirements management methodology, identifying issues and risks on projects and initiatives, developing test cases, providing training on projects and business processes, and communicating business processes and workflow diagrams.
Responsibilities- Coordinate data gathering, development, and documentation of business requirements.
- Analyze requirements management methodology, identify issues and risks, and develop test cases.
- Provide training, technical input, and communication of business processes and workflow diagrams.
- Document business processes, identify inefficiencies, and create process models using Visio or Lucid chart.
- Assist customers on software/hardware purchases, review justifications, and recommend approval/disapproval.
- Lead high‑level requirements meetings, resolve conflicting business and technical requirements.
- Develop and validate user acceptance testing (UAT) plans and test cases.
- Monitor assignments, report status/risks, and provide corrective action plans.
- Participate in project teams delivering IT solutions, promoting productivity and efficiency.
- Analyze and document requirements management methodology, develop business and user requirements (30%).
- Facilitate the requirements management process across the SDLC, lead meetings, develop estimates (30%).
- Communicate technical business processes verbally and via workflow diagrams (15%).
- Monitor assignments, report status/risks, review architecture and security, and provide guidance (10%).
- Participate in project teams, promote efficiency, and educate stakeholders (10%).
- Other duties as assigned, including disaster response or COOP activation (5%).
Skills and Abilities
(KSAs)
- Facilitation techniques, effective management principles, and SDLC methods.
- Process improvement methods, project management principles, and practices.
- Business and requirements analysis, Agile SDLC, and translation of requirements into user stories.
- Requirement elicitation, communication of complex design, and drafting business cases.
- Data analysis tools such as SQL and Excel.
- Excellent verbal and written communication and presentation skills.
- Planning, follow‑through, customer service, test script development, and UAT conducting.
- Analysis of systems, processes, procedures; writing and revising standards.
- Explaining abstract concepts to diverse audiences.
- Consensus building, ambiguity management, problem solving, and teamwork.
- Process modeling, workflows, and diagrams using Visio or Lucid chart.
• Graduation from a four‑year college or university with major coursework in business, communications, computer science, information systems, or a related field.
• Appropriate experience with complex enterprise‑wide applications and writing epics, user stories, acceptance criteria (up to four years of experience may substitute education on a year‑for‑year basis).
