Overview
Texas Health and Human Services Commission (HHSC) invites applications for the IT Policy Director, a strategic leadership role focused on the development, implementation, and governance of IT policies and business processes. The position supports the agency’s enterprise goals, ensures compliance with state and federal regulations, and promotes efficiency, security, and accountability across all IT functions.
Responsibilities- Lead the analysis, development, maintenance, publication, outreach, interpretation, and enforcement of IT policies and processes ensuring effective risk mitigation and alignment with state and federal laws, cybersecurity frameworks (e.g., NIST, CIS), and industry best practices.
- Establish and manage IT policy governance structures and processes including regular review of existing policies and processes.
- Analyze and improve IT operational and administrative processes.
- Provide consultative support to agency staff on the interpretation and application of IT policies.
- Support the CIO and other IT leadership in aligning IT policy and process initiatives with strategic business objectives and compliance requirements.
- Supervise the policy team, including developing and tracking performance objectives and managing professional development plans.
- Industry best practices for policy and process analysis, development, maintenance, and publication.
- State and federal rules and regulations applicable to the IT environment.
- Business process analysis and quality improvement.
- Oversight and management for complex systems and agency processes.
- Building and promoting effective working relationships with user and stakeholder communities in a large enterprise environment.
- Communication (verbal and written), mentoring, leadership, attention to detail, presentation, collaboration, judgment, decision making, multitasking, priorities, deadlines.
- Proficiency in Microsoft Word, Excel, Outlook.
- Efficient use of limited resources.
- Interpret, apply, and explain statutes, regulations, policies, and processes.
- Independent judgment, set priorities, adapt to shifting development.
- Maintain effective working relationships, provide excellent internal and external customer service.
- Advanced knowledge of policy and process development.
- Translate technical concepts into accessible language for non‑technical stakeholders.
- Identify problems, evaluate alternatives, implement effective solutions.
Five (5) years of experience in policy development is required.
Preferred Qualifications- Experience in management.
- Experience developing policies for a state agency in Texas.
- Legislative drafting experience.
- Bill analysis experience.
- Selected candidates must be legally authorized to work in the U.S. without sponsorship.
- Hybrid position based in Austin; at least three (3) days in the office required.
Full‑time, day shift, regular, exempt, monthly pay. Telework possible subject to agency policies. Salary range: $7,716.66 – $11,250.00. Closing date:
