Neos is seeking a Sr. People Soft Functional Analyst for a contract role with our client in Austin, TX. This position is hybrid, requiring three days per week in the office at 200

E. 18th St, Austin, Texas 78701.

General Description

The worker must be comfortable working in an Agile/SCRUM environment, conducting daily stand‑up meetings, and maintaining the Azure Dev Ops application in accordance with ERS standards. This role is functional and does not require hands‑on coding, though the analyst must research problems in the legacy People Soft system using People Tools/Code, SQL, etc., demonstrating knowledge and skills in both functional and technical aspects of People Soft.

The role will also require strong functional analyst skills, and the candidate must have solid experience working in an Agile/SCRUM environment as part of a data conversion team to map data fields, perform root‑cause analysis, and identify causes of data problems in the legacy system.

Functional Responsibilities
  • Impeccable oral and written communication skills.
  • Experience with integration of core People Soft HRMS 8.8 modules (HRMS, Base Benefits, Benefits Administration, Pension Administration, Payroll).
  • Researching processing requirements between other systems – both upstream and downstream.
  • Confident communicating with top‑level management, developers, and users at functional and technical levels.
  • Reading People Code, writing SQL, analyzing data.
  • Experience in data conversion projects; project team lead experience.
  • Substantial experience as a functional resource in Benefits Administration, Payroll, or Pension Administration.
  • Past development experience with People Soft code, SQL, Application Engine, and SQR programs.
  • Perform other duties as assigned.
Other Requirements
  • Certified Scrum Master (CSM) or Certified Scrum Product Owner (CSPO) certification(s) is a plus.
  • Communicates respectfully and works harmoniously with all co‑workers, customers and vendors.
  • Highly collaborative and transparent.
  • Ability to quickly grasp the complexities of the Employees Retirement System of Texas business mission.
  • Ability to handle multiple competing tasks and meet deadlines, work efficiently and productively.
Skills and Qualifications Required
  • 5+ years Project Team experience utilizing Agile Methodologies.
  • 6+ years experienced in gathering requirements for People Soft changes.
  • 6+ years hands‑on functional experience in HRMS, Base Benefits, Benefits Administration, Pension Administration, or Payroll.
  • 6+ years as a People Soft Functional Analyst in last 6 years.
  • 8+ years solid understanding of technical aspects of People Soft.
  • 5+ years strong SQL skills (advanced SQL in Oracle and SQL Server).
  • 5+ years proficiency in Microsoft Office, especially Excel.
  • 10+ years working in Information Technology.
Preferred
  • 2+ years past experience as a developer in People Soft modules.
  • 2+ years solid People Tools skills (Application Engine, People Code, SQR).
  • 3+ years ability to manage a Scrum or Kanban team.
  • 5+ years experience with Microsoft Azure Dev Ops.
  • 5+ years experience with prior implementations/conversions from a legacy People Soft application.
  • 5+ years experience with Defined Benefit Pension Plans and related systems.
  • 10+ years expert troubleshooting for isolating functional/technical problems.
Professional Expectations
  • Attends all meetings, meets delivery deadlines, available during ERS office hours.
  • Logs in and remains on agency Jabber during work hours.
  • Attends remote meetings with camera on unless prior arranged for camera off.
  • Coordinates leave and vacation with ERS lead.
  • Must dress appropriately for business/business casual environment.
  • Provides exceptional customer service.
  • Flexible; works under pressure and adapts to change; able to manage multiple tasks.
  • Takes initiative to prevent and solve problems.
  • Background check required.
