General Description

The worker must be comfortable working in an Agile/SCRUM environment conducting daily stand‑up meetings, maintaining the Azure Dev Ops application in accordance with ERS standards in support of a conversion from the legacy People Soft application to a cloud hosted replacement. This role is functional and will not require hands‑on coding; however, the role will require enough technical acumen to research problems in the legacy system using People Tools/Code, SQL, etc.

The candidate will be expected to demonstrate knowledge and skills in both the functional and technical aspects of People Soft. The role will also require heavy Functional Analyst skills and solid experience working in an Agile/SCRUM environment as part of a data conversion team, including mapping of data fields and performing root‑cause analysis in the legacy People Soft application and identifying the cause of data problems.

Responsibilities

The worker must have impeccable oral and written communication skills, solid experience with the integration of the core modules within the People Soft HRMS 8.8 application (HRMS, Base Benefits, Benefits Administration, Pension Administration, Payroll), including experience researching processing requirements between other systems—both upstream and downstream. The worker must be equally confident conversing with top‑level management and developers, and be able to accurately read People Code, write SQL, and analyze data.

Ideally, the candidate should have experience on data‑conversion projects, have been a hands‑on project team lead, and have substantial experience as a functional resource in Benefits Administration, Payroll, or Pension Administration modules. Prior development experience with People Soft code, SQL, Application Engine and SQR programs is required.

Other Requirements
  • Certified Scrum Master (CSM) or Certified Scrum Product Owner (CSPO) certification(s) a plus.

Skills and Qualifications
  • 5+ years Project Team experience utilizing Agile Methodologies
  • 6+ years experience gathering requirements towards changes to the People Soft application
  • 6+ years hands‑on functional experience in HRMS, Base Benefits, Benefits Administration, Pension Administration, Payroll
  • 6+ years most recent six years working exclusively as a People Soft Functional Analyst
  • 8+ years solid understanding of technical aspects of the People Soft application
  • 5+ years strong SQL skills, ability to write and execute advanced SQL in Oracle and SQL Server
  • 5+ years proficiency in Microsoft Office suite, especially Excel
  • 10+ years working in Information Technology
Preferred Requirements
  • 2+ years past experience as a developer in HRMS, Base Benefits, Benefits Administration, Pension Administration, Payroll
  • 2+ years solid People Tools skills, including Application Engine, People Code, and SQR
  • 3+ years ability to manage a Scrum or Kanban team
  • 5+ years experience with Microsoft Azure Dev Ops
  • 5+ years experience in prior implementations/conversions from a legacy People Soft application
  • 5+ years experience with Defined Benefit Pension Plans
  • 5+ years Defined Benefit Pension Plan knowledge to understand data requirements and use
  • 5+ years experience with Base Benefits or Benefits Administration systems
  • 5+ years experience with Pension Administration systems
  • 5+ years experience with Payroll Systems
  • 10+ years provide expert troubleshooting for isolating functional / technical problems
Professional Expectations
  • Attends all meetings, meets delivery deadlines and is available during ERS office hours.
  • Logs in and remains on agency Jabber during work hours.
  • Attends remote meetings with camera on unless prior arranged for camera off.
