• (30%) Leads in the design and deployment of the Information Security Assurance Program activities; manages and matures the HHSC Information Security Assurance Program; leads a team of security analysts; develops agency security policies; provides recommendations; provides security design and consultancy; assists in planning and budgeting.
• (25%) Leads internal security and compliance assessments; performs direct analysis; works with architects and IT leads; leads security investigations, audits, and modeling; administers threat and vulnerability assessments; manages remediation.
• (25%) Supports security and compliance controls through the agency’s Governance, Risk and Compliance (GRC) tool; manages design and implementation of IT Security’s Risk Management tool; oversees initiatives for platform upgrades and data integration.
• (15%) Champions the Security Awareness Program; develops and enhances security awareness initiatives; coordinates communication activities; presents at agency events.
• (5%) Other duties as assigned, including potential disaster response support.

• Maintain security and integrity of critical infrastructure systems.
• Analyze, recommend, and develop enterprise-wide security policies, standards, and guidelines.
• Strong knowledge of cloud security best practices and compliance frameworks.
• Root cause analysis, risk mitigation, threat analysis, security architecture.
• Enterprise risk management (threat, vulnerability, risk treatment).
• Network, system, application, and data protection standards.
• In‑depth knowledge of NIST SP 800 series, especially SP 800‑53.
• Excellent written and verbal communication; stakeholder engagement.
• Risk assessment and mitigation strategies for cloud environments.
• Automation and scripting for security operations.
• Project management, budgeting, scheduling, and resource management.
• Adaptable, flexible, handle ambiguity and changing priorities.

• Certified Information Systems Security Professional (CISSP)
• Microsoft Cybersecurity Architect (SC‑100)
• AWS Certified Solutions Architect
• Prisma Certified Cloud Security Professional

• 5+ years of experience in IT security.
• Hands‑on experience with cloud platforms (AWS, Azure, Google Cloud).

Hybrid position requiring at least 3 days in the office. Pre‑employment background checks and security review will be conducted.
