Peoplesoft Techno Functional Analyst

Texas Health and Human Services (HHSC) invites applications for the Peoplesoft Techno Functional Analyst role in Austin, TX. This position supports the CAPPS FIN Support Non-Capital program and is part of the Information Technology BA IV tier, offering a competitive salary of $7,015.16 - $10,000.00 per month, paid monthly, with benefits including full‑time health insurance, defined benefit pension, time‑off, and career advancement opportunities.

Job Summary

Peoplesoft Techno Functional Analyst completes software development tasks including new functionality, feature upgrades, and system updates, working with technical support staff, functional analysts, and network specialists. The role involves troubleshooting production issues, performing code reviews, and ensuring compliance with development standards. The position operates with minimal supervision and independent judgment.

Essential Job Functions (EJFs)
  • Designs, codes, and modifies complex computer programs, tests assigned programs, and performs customer service, coordination, and communications in a complex HHSC organization. (40%)
  • Oversees trainers, technical support staff, network specialists, and contract staff to perform modifications and updates to existing systems or new implementation. Identifies, investigates, and resolves production problems; facilitates stakeholders and user approvals of new system modifications and migration of fixes. (30%)
  • Develops current software development methods/techniques, establishes development standards, oversees code reviews, and maintains documentation for CAPPS Financial Security roles. (25%)
  • Performs other related tasks and responsibilities as required. (5%)
Knowledge, Skills & Abilities (KSAs)
  • Knowledge of People Soft Financials data elements and table structures.
  • Knowledge of SQL, People Soft Query, People Soft Trees and configurations, nVision; preferred knowledge in BI Publisher, Unix/Linux, and Windows.
  • Knowledge of migration of objects/projects to production.
  • Knowledge and understanding of writing and testing code.
  • Knowledge of IT standards, practices, and project lifecycle.
  • Knowledge of governmental accounting rules, processes, and requirements.
  • Knowledge of principles, practices, and techniques of computer programming and systems analysis.
  • Skill in data requirements gathering, query design, development, testing, & tuning.
  • Skill in People Code, SQL analysis tools & explain plans, People Tools, and People Soft debugging.
  • Skill with use of People Soft Financials 8.8 (or higher) and People Tools 8.50 (or higher) architecture, tools, and Oracle database.
  • Skill in oral and written communications for technical analysis and data results in business terms.
  • Ability to troubleshoot and problem solve technical issues in a complex system environment.
  • Ability to develop technical reporting, work plans, track progress, and provide oral and written status reports.
Initial Screening Criteria
  • 8 years of People Soft FSCM 9.2 Functional experience.
  • Graduation from a college or university with major coursework in computer science or related field preferred; related work experience may substitute for education on a year‑for‑year basis.
Eligibility and Work Authorization

Selected candidates must be legally authorized to work in the U.S. without sponsorship, and must be willing to work from an HHS office located in Austin as directed by the hiring manager.

Telework

Position may be eligible for telework per AT US telework policies, subject to supervisor and business needs.
