Lead Business Analyst

Base pay range

$65.00/hr - $70.00/hr

We are seeking an experienced Lead Business Analyst to support a large, complex Management Information System (MIS) used within a highly regulated public‑sector program. This role serves as a subject‑matter expert and team lead
, responsible for planning, analyzing, documenting, and validating business and system requirements while guiding a team of analysts.

The ideal candidate brings deep business analysis expertise, strong leadership skills, and experience working with government or compliance‑driven systems
. This position operates with limited supervision and requires a high degree of initiative, independent judgment, and stakeholder collaboration.

• Develop, manage, and execute a comprehensive requirements documentation project plan
• Review existing MIS functionality and translate current system behavior into clear, actionable business and system requirements
• Perform gap analysis between existing system documentation, program needs, and regulatory requirements
• Ensure accurate, consistent, and audit‑ready requirements documentation
• Communicate project status, risks, and milestones to leadership and stakeholders

• Provide day‑to‑day guidance and direction to assigned Business Analysts
• Support team members in analyzing current systems and documentation
• Review and validate requirements deliverables for accuracy and completeness
• Ensure consistent application of requirements standards and methodologies

• Develop deep expertise in the assigned application and related business processes
• Lead requirements review sessions and obtain stakeholder sign‑off on priorities and deliverables
• Collaborate closely with technical and non‑technical stakeholders to align business needs with system capabilities
• Monitor team progress and proactively identify risks, issues, and dependencies
• Provide regular status updates and elevate issues as needed
• Facilitate collaboration across cross‑functional teams

• Perform additional duties as assigned in support of project and program objectives

• 10+ years of Business Analysis experience
  , including requirements elicitation and documentation
• 10+ years of experience with project management frameworks and methodologies
• Strong knowledge of large‑scale IT systems and enterprise technology trends
• Proven ability to define functional, non‑functional, and system requirements
• Excellent interpersonal, communication, and conflict‑resolution skills
• Demonstrated ability to create clear, complete, and actionable documentation
• Strong attention to detail with a focus on accuracy and compliance

• 5+ years of experience working in government, regulatory, or compliance‑driven environments
• 5+ years of experience in project management
• 5+ years of experience leading teams or work groups
• Experience interpreting policies or regulations and translating them into system requirements
• Experience conducting gap analysis on existing MIS or enterprise systems
• Bachelor’s degree in Business, Computer Science, Information Systems, or a related field
• Experience supporting large organizations or enterprise‑scale systems
• Experience creating solicitation or contract requirements
• CBAP or PMI‑PBA certification preferred
