Work Hours8 a.m. to 5 p.m., Monday through Friday. Occasional weekend and/or late-evening work may be required. Actual work hours may change based on business need.
QualificationsMinimum Qualifications
Education: Graduation from an accredited law school with a Juris Doctor (JD) degree.
Experience:
- Attorney IV – Three (3) years of recent experience practicing Texas property tax law or matters related to property tax including property appraisal methods; OR
- Four (4) years of experience in legislative matters related to Texas property tax law; OR
- Nine (9) years of experience practicing as a licensed attorney in positions requiring advanced legal research or representing clients in litigation or hearings.
- Attorney V – Four (4) years of recent experience practicing Texas property tax law or matters related to property tax including property appraisal methods and the Texas Agriculture Code; OR
- Five (5) years of experience in legislative matters related to Texas property tax law; OR
- Ten (10) years of experience practicing Texas administrative and Texas state or local government law, drafting Texas legislation or rules.
Preferred Qualifications
- Experience practicing Texas administrative and Texas state or local government law, drafting Texas legislation or rules.
- Legal or non-legal experience related to property appraisal.
Licenses and Certifications
Possess an active license in good standing to practice law in the State of Texas.
In this role you will- Perform legal research, interpret and apply laws affecting the application of property tax, property value study, and property appraisal standards. Assist with development, review and analysis of the PVS, MAP review, annual operations survey of CADs and Ratio Study. Perform legal research and exercise independent legal judgment in interpreting, applying and enforcing these laws. Provide clear, concise, timely and accurate legal advice to management and staff on issues affecting the Comptroller’s office, while establishing and maintaining effective working relationships.
- Represent the Property Tax Assistance Division in administrative hearings and assist attorneys who represent the Division in litigation.
- Draft well-written and well-researched legal memoranda, legislation, administrative rules, forms, and other complex legal documents. Review and revise agency forms, agency publications, open meetings agenda notices, and other agency documents to ensure accuracy and legal compliance. Review and analyze legislation.
- Draft clear and concise executive and other taxpayer and citizen correspondence.
- Contribute to special project research, analysis, and reviews. Assist with special projects and other duties as assigned. The agency offers a strong benefits package including insurance, retirement plans, and a flexible work schedule.
