Key Responsibilities

Under the supervision of the Financial Branch Manager, administer the billing process and eligibility monitoring functions for contract billings. With minimal supervision and extensive latitude for initiative and independent judgment, perform highly advanced, senior‑level technical and consultative work. Process contractor invoices for payment, verify supporting documentation, monitor spending trends of each contractor, and report to contractors identified as at‑risk for lapsing program funds to the contract managers.

Maintain contract reporting and tracking databases, analyze contract financial information, and prepare highly professional management reports. Maintain contract files, enter data into the contractor database, and maintain a centralized filing system. Monitor contract compliance with federal and state laws, rules, regulations, guidelines, policies, and procedures. Coordinate with contractors and other Department areas on voucher corrections and adjustments, and on Purchase Order Adjustments.

Provide training and technical assistance to DSHS staff and contractors. Deliver high‑quality customer service to external and internal customers with prompt responses to inquiries and a commitment to continuous improvement.

Essential Job Functions (EJFs)
  • Review and approve contractor voucher requests for payment. Coordinate with contractors for voucher corrections and adjustments. Complete highly technical review of contractor expenditures. Assist with contract close‑out activities, including purchase order adjustments, close‑outs, and financial status report reconciliations. Serve as liaison to program staff and other agency staff regarding voucher corrections and adjustments, and related issues. Monitor tracking systems for voucher requests to assure vouchers are received and paid.

  • Provide high‑quality customer service to external and internal customers. Maintain contract files, data entry into the contractor database, process requisitions for client services contracts, and maintain centralized filing structure. Develop, coordinate, and adhere to policies, procedures, and guidelines for programs within the agency in relation to contract management. (30%)
  • Monitor and evaluate billing and/or performance measure reports. Keep the Contract Manager informed of any identified issues with billing and performance measure reports. (15%)
  • Coordinate the development and analysis of data to write required reports needed to obtain and maintain federal and state funding for client service contracts. (10%)
  • Prepare ad hoc management reports, correspondence, and other materials on client service contracts such as expenditure summary reports and analysis of spending trends for each contractor. (5%)
  • Perform other duties as assigned, including actively participating in disaster response and/or recovery or Continuity of Operations (COOP) activation. (5%)
