Overview

The OADRC Program Manager reports directly to the Director of the Office of Aging and Disability Resource Centers and performs senior-level managerial and consultative work overseeing the operations, policies, and strategic direction of the OADRC’s program, policy, and grants functions. The role manages a multidisciplinary team that administers and supports Texas’s 28 Aging and Disability Resource Centers (ADRCs).

Key Responsibilities
  • Program Leadership & Staff Management (25%):
    Provide advanced managerial direction, establish strategic priorities, direct and evaluate professional staff, oversee fiscal integrity of program staff and grant expenditures, and manage workforce planning, selection, training, and performance management.
  • Program & Policy Development (20%):
    Direct development, implementation, and evaluation of program rules, policies, and procedures; oversee complex grant applications, budgets, performance measures, and mandatory reports; recommend changes to improve service delivery.
  • Compliance, Consultation & Technical Assistance (20%):
    Ensure statewide compliance with statutes, grant conditions, and HHSC policies; oversee data analysis; provide consultative services and technical assistance to contractors and partners; supervise program help desks and public mailbox.
  • Strategic Planning, Program Improvement & Special Projects (15%):
    Lead strategic planning and high-visibility special projects; use data to identify risks and opportunities; translate insights into actionable initiatives and recommend them to executive leadership.
  • Stakeholder Engagement, Legislative & Executive Support (15%):
    Represent OADRC at state level; prepare briefings, analyses, and reports; coordinate cross-divisional and external collaborations; respond to inquiries from legislative and executive offices.
  • Other Duties (5%):
    Perform related managerial and programmatic duties as assigned.
Knowledge, Skills, and Abilities
  • Knowledge of long‑term services and supports, aging and disability services, and related regulations.
  • Knowledge of Texas legislative processes, rule making, and state government operations.
  • Knowledge of program planning, grant management, budgeting, and performance measurement.
  • Skill in leading and managing teams, including performance management and staff development.
  • Skill in strategic planning and project management.
  • Skill in grant administration, policy analysis, and translating complex information.
  • Skill in communication, public speaking, and preparing technical documents.
  • Skill in managing multiple priorities and meeting deadlines.
  • Ability to use independent judgment and make decisions within broad guidelines.
  • Ability to oversee multiple programs and high‑priority initiatives simultaneously.
  • Ability to evaluate program performance and implement improvements.
  • Ability to build partnerships, collaborate, negotiate, and communicate effectively.
  • Ability to supervise, mentor, and develop staff in a fast‑paced environment.
Initial Screening Criteria
  • Graduation from an accredited four‑year college or university is preferred (four years of relevant work experience may substitute).
  • Four years of full‑time professional experience in the health and human services field.
  • Three years of supervisory experience overseeing professional‑level staff.
  • Two years of experience in policy development and/or program management.
  • Experience with the Older Americans Act or No Wrong Door programs preferred.
