Job Summary

The Office of Inspector General’s (OIG) mission is to improve the health, safety, and well-being of Texans through good stewardship of public resources. The Recovery Audit Contract (RAC) team within OIG Data Reviews seeks a highly motivated individual to serve as RAC Project Manager (Project Manager II) to effectively drive program initiatives from concept to implementation, including new legislation and other policy changes.

Job Functions
  • Translate legislative and strategic priorities into actionable plans, coordinating, planning, and evaluating projects using accepted project management methodologies.
  • Oversee the full lifecycle of projects from planning through closeout to ensure successful completion in alignment with the project’s goals and requirements.
  • Manage project execution by coordinating activities and regular meetings with stakeholders, monitoring progress through established tracking and reporting systems, and preparing periodic status and performance reports.
  • Document all project activities and deliverables, keeping records secure, organized, and archived for future reference.
  • Assist in the development and documentation of relevant policies and procedures.
Knowledge, Skills, and Abilities (KSAs)
  • Knowledge of health and human services programs, functions, and systems.
  • Knowledge of agile project management methodologies, theories, and practices applicable to moderate‑scope projects; systems and procedures for evaluating a third‑party vendor’s performance; local, state, and federal laws and regulations relevant to project administration.
  • Skill in project management monitoring, addressing changes in scope and budget, and managing multiple tasks with flexibility to meet demanding deadlines.
  • Ability to exercise sound judgment, assign duties, and coordinate the work of project staff.
  • Ability to evaluate problems and propose alternative and innovative solutions.
  • Ability to prepare well‑written, objective, concise, well‑organized reports and presentations with data‑driven recommendations for RAC leadership.
  • Strong analytical skills with the ability to collect, analyze, organize, and disseminate complex information with attention to detail and accuracy.
  • Skilled in use of office equipment and software (Microsoft Office, Excel, Word, PowerPoint, Project, Visio, etc.).
  • Skill in communicating professionally and effectively, both verbally and in writing.
  • Ability to work in teams that may cross functions, departments and/or agencies.
  • Skill in establishing and maintaining collaborative and effective working relationships with all levels of staff and external stakeholders.
Required Registrations, Licensure, or Certifications

Certified Associate in Project Management (CAPM) or Project Management Professional (PMP) and/or Scrum/Agile certification preferred.

Initial Screening Criteria
  • Graduation from an accredited four‑year college or university (work experience may be substituted on a year‑for‑year basis).
  • Full‑time professional experience working within state, local, or federal government or a public agency is preferred.
  • Minimum of two years of experience as a project manager or project coordinator working on large, complex projects.
  • Project Management Professional Certification and/or Scrum/Agile certification preferred.
