The Texas Division of Emergency Management (TDEM) is an emergency response entity. This status can affect working hours, travel, and changes in duties as needed. The Section Chief, State & IMT Training, under general direction, works together with Section Chiefs and assists the Division Chief, Training, in planning, directing, and managing day-to-day activities of all training activities, including incident management and State training.
The role participates in managing the development and implementation of agency goals, objectives, and priorities, and provides direction and guidance in strategic operations and planning for emergency management training programs.
Key responsibilities include coordinating projects and supervising work in developing education, training, and coordinating projects with the State Incident Management Team, along with State and Local governmental agencies and entities.
Availability for after-hours and weekend work is required; must operate outside normal working hours on a twelve (12) hour shift during activations of the State Operations Center and be able to deploy from the normal duty station for extended periods in the aftermath of a disaster without relief, and to work extended hours. Must have availability for extensive travel as needed by vehicle or other mode of transportation.
Position is assigned a fleet vehicle.
Job Duties And Responsibilities
- Directs and manages assigned program areas and activities related to State & IMT Training programs within TDEM.
- Provides statewide complex incident response and management training to improve local and state-level operational readiness capabilities to respond to and recover from emergencies and disasters.
- Takes appropriate action on senior-level management issues in the absence of a Division Chief; may be delegated as the Division Chief’s designee.
- Collaborates with TDEM IMT, regional, and statewide staff in coordinating and synchronizing goals, objectives, and efforts to enhance and adopt training needs.
- Conducts gap analysis and risk assessment on assigned program area(s) to enhance preparedness and reduce disaster impacts.
- Provides recommendations and solutions to improve the effectiveness of current processes and program areas.
- Works with all other areas of emergency management within TDEM to evaluate and improve responses to emergencies and staff proficiency on incident response.
- Works closely with internal and external stakeholders to provide All‑Hazard Training Opportunities.
- Serves as a subject matter expert and provides guidance and assistance in the assigned emergency management program area(s); may conduct presentations and training on behalf of the agency.
- Represents TDEM in workshops, working groups, conferences, and speaks on topics related to emergency management, NIMS & ICs, or position‑specific issues to groups and organizations.
- Assists the agency at business meetings, hearings, legislative sessions, conferences, and seminars or on boards, panels, and committees.
- Reviews, monitors, and interprets local, state, and federal regulations or guidelines and advises on actions necessary to comply.
- Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.
- Plans, develops, implements, coordinates, monitors, and evaluates processes, written plans, and procedures related to emergency management training.
- Plans, assigns, and supervises the work of others, completes performance evaluations, and provides coaching and mentoring to direct reports.
- Cooperates with State, Federal, and local offices and other agencies in emergency management matters.
- Ability to travel 50%.
- Ability to drive.
- Coordinate with external partners such as local officials and media as necessary.

- Maintain a regular course of attendance during the assigned work schedule and work extended hours when needed.
