Job DescriptionThe Quality Assurance Specialist II reports directly to the Superintendent, VM, QA and Data. This position ensures fleet maintenance quality assurance by conducting in‑plant inspections, monitoring quality of rail, bus, and paratransit vehicle maintenance performed by contractors, and auditing vehicle conditions for owned and contracted fleet equipment, including warranty issues, fleet defects, retrofits, parts, and supplies.
Responsibilities- Inspect all rail, bus, and paratransit vehicle equipment, and monitor processes and work performed for compliance with federal regulations, contract specifications, and maintenance standards.
- Inspect and test repairs performed, and parts received, give feedback, develop quality assurance and control guidelines and standards in cooperation with participating employees.
- Maintain a file system to monitor status and track improvement of overall fleet maintenance.
- Develop and submit weekly and monthly contract compliance reports, including quality assurance and quality control, preventive maintenance, tire condition, oil samples, rebuild program and other maintenance related requirements.
- Require a clear understanding of the contract scope of service requirements.
- Develop and maintain a quality assurance and quality control work plan that ensures contract compliance.
- Perform service provider quality assurance and quality control duties for fixed route contracts, including operations and system as it relates to the overall customer experience, facility inspections, monitoring radio/ITS data, vehicle pull‑out inspections, and service inspections.
- Provide assistance and support to supervisors, mechanics, service island employees, parts room, warranty staff, etc., to troubleshoot, diagnose, analyze, overhaul, repair, service, and maintain equipment with a focus to prevent and solve problems.
- Test drive equipment.
- Support Cap Metro’s Safety Management Systems (SMS) process by ensuring staff follows safety and security policies, considers safety in every action, and ensures safety and security concerns are reported.
- Perform other duties as required and/or assigned.
- Bachelor’s degree in automotive engineering, vehicle maintenance or related field. Related experience may be substituted on a year‑for‑year basis for up to four years. Coursework in heavy‑duty vehicle maintenance theory and repair including body, frame and chassis, axles, steering, brakes, electrical, engines, transmissions, air systems, or other pertinent coursework.
- Three (3) years’ experience in bus or heavy vehicle maintenance repair including two (2) years at Cap Metro or another transit or fleet operation.
- Experience in bus or heavy vehicle inspection preferred.
- Experience in operating various types of transit buses, performing visual and measured inspections on transit buses.
- A valid Class B CDL Texas Driver’s License with a P endorsement is preferred.
- Ability to operate transit buses in a safe and efficient manner.
- Ability to read and interpret technical information related to bus operations and maintenance, to troubleshoot and solve mechanical, electrical, pneumatic, and hydraulic systems, to write objective reports based on observations and inspections.
- Knowledge of transit bus technical systems and of transit and manufacturing safety rules.
- Ability to learn computers to write inspection reports, develop and use spreadsheets to track projects, use electronic mail to communicate, and organizer to maintain calendar appointment.
- Strong interpersonal, verbal, and written communication skills and ability to give construction feedback to mechanics, service and clearing employees and to maintain relations with vendors.
