BriefJob Description:
Data Analyst III (DA III) performs highly advanced (senior-level) analysis, research and evaluation of vital statistics data (birth, death, fetal death) to make recommendations on improving data quality and accuracy of vital statistics for public health purposes to Vital Statistics Section (VSS) and Department of State Health Services (DSHS), legislative entities, and Vital Statistics federal partners. The DA III reports to the VSS Analytics and Analysis Data Analyst V Manager.
The DA III provides daily counsel to the manager in establishing daily activities of the data management team, including setting goals and objectives, priorities and standards to achieve established goals, and data analysis and research of team activities. The DA III manages the development, implementation, and analysis of vital statistics data projects; the review and analysis of legislation, regulations, and policy requiring data analysis and research activities;
and the preparation and presentation of data analysis and research findings. The DA III implements advanced evaluative and statistical methods to vital statistics data; writes advanced scripts and code for computer based statistical software to enhance an understanding of VSS programs and issues. This position develops, prepares and writes a variety of reports, studies, and other deliverables for VSS administration;
including policy analysis containing analyses of vital statistics data, the methods and procedures used, and the relevant sources referenced. The DA III provides consultation and assistance to internal and external staff and other DSHS agencies in developing evaluative methods and strategies for more effective reporting of data and analyses. Assists the DA V to insure team goals are met. Performs work under minimal supervision with considerable latitude for the use of initiative and independent judgement.
Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
(35%) The DA III conducts continued analysis and research of vital statistics data to make recommendations on improving data quality, security and accuracy of vital statistics while following mandated policies and procedures as well as legislative guidance. Manages the planning, designing and development of technically advanced SQL code programming and report layout with data management team to ensure user data requests are properly translated for use in statistical modeling and graphic analysis reports and ensure security measures and protocol have been followed.
Manages data extraction from TxEVER and other agency databases using advanced SQL code. Provides daily guidance that supports the organization of daily activities regarding data management team in daily functions; preparing reports, studies, and other deliverables containing analyses of vital statistics data related to births, deaths and fetal deaths by established goals and objectives for improving data quality, safeguarding vital record data and ensuring delivery timelines have been met.
Provides training, development and implementation of research methods and analytical procedures for evaluating vital statistics data to data management team; applies advanced statistical methods to vital statistics data, coordinates and organizes project design, plans statistical analysis and/or reporting. Provides development of advanced scripts and code for computer based statistics applications (statistical modeling/graphic analysis) and documents processes and procedures for technical and non-technical TxEVER users.
