Water Quality & Compliance Supervisor

Join the Public Works Department as the Water Quality & Compliance Supervisor.
Essential Functions- Lead the division in water quality, permit compliance, pretreatment, cross connection control, and stormwater programs.
- Develop and implement regulatory strategies, codes, SOPs, and software to maintain federal, state, and local compliance.
- Oversee sampling, testing, quality assurance, and reporting activities; manage data, documentation, and budgets.
- Supervise Environmental Technicians and Coordinators; conduct hiring, training, performance reviews, and staff development.
- Collaborate with city divisions, regulatory agencies, contractors, and vendors to resolve water quality issues and provide public education.
- Prepare annual budget, monitor expenditures, forecast staff needs, and recommend staffing adjustments.
- Act as liaison between the city and regulatory agencies regarding water quality-related issues; deliver professional presentations to city leadership, agencies, and the public.
- Associate’s degree or higher in Environmental Science, Civil Engineering, Chemistry, Biochemistry, or related field.
- At least five (5) years of technical experience enforcing or complying with Federal, State, and local environmental regulations, including drinking water, wastewater, or stormwater programs.
- At least two (2) years of supervisory experience in a technical water quality or compliance role.
- Knowledge of the Safe Drinking Water Act and Clean Water Act and related municipal public works activities.
- ADEQ Grade III Certification in two of the four ADEQ categories (Water Distribution, Water Treatment, Wastewater Collection, Wastewater Treatment) at the time of hire and current throughout employment.
- A valid Arizona Driver’s License.
- Preferred certifications:
Stormwater Inspection (NPDES), Cross Connection Control Specialist (ABPA), Backflow Assembly Tester (BAT), and any ADEQ certifications above Grade III.
- Ability to read and interpret municipal water laws, regulatory reports, and complex chemical, biological, mechanical, and regulatory documents.
- College-level math skills (addition, subtraction, multiplication, division, percentages, financial formulas, unit conversions, projections).
- Strong written and verbal communication, effective written documents with organized thoughts and proper grammar.
- Initiative, independent analytical judgment, and ability to produce meaningful feedback on work of others.
- Experience managing and monitoring work performance of multiple direct reports, making decisions about hiring, employee development, program objectives, and staffing realignments.
- Positive attitude, team-oriented mindset, leadership skills, and regular in-person attendance.
