Senior Asset Engineer - Carriageways and Footways

Location:

Reporting to the Asset Manager – Carriageways & Footways, this role provides senior technical input across carriageway and footway assets, supporting the development of robust asset management plans, evidence‑based investment programmes and safe, efficient delivery through our commissioned service providers.

This is an excellent opportunity for an established highways engineer to apply their expertise at scale, influence decision‑making and help shape how highway maintenance funding is prioritised and delivered across the county.

About the role

As Senior Asset Engineer – Carriageways & Footways, you will act as a senior technical specialist within the asset management function, supporting the Asset Manager in the development and delivery of carriageway and footway asset strategies and programmes.

Key responsibilities include:

  • Supporting the development, implementation and review of asset management plans for carriageways and footways.
  • Analysing condition, performance and inventory data to identify trends, risks and investment priorities.
  • Developing one‑year detailed and medium‑term programmes of maintenance and improvement works.
  • Providing technical input to capital and revenue programmes, including treatment selection and prioritisation.
  • Working closely with service providers to monitor delivery, performance and quality of works.
  • Supporting budget forecasting, whole‑life cost considerations and value‑for‑money assessments.
  • Assisting with performance reporting, KPIs and statutory or external returns.
  • Providing technical advice and support to colleagues, inspectors, members and other stakeholders.
  • Contributing to continuous improvement, innovation and the adoption of best practice in highway asset management.
  • Supporting health, safety and risk management processes relevant to carriageway and footway assets.

You will also support the mentoring and development of junior staff and contribute to collaborative working across the wider highways service.

About you

You will be a knowledgeable and proactive highways professional with a strong technical background in carriageway and footway asset management.

We’re looking for someone who can demonstrate:

  • Significant experience working in highways engineering or asset management, preferably within a local authority or large infrastructure organisation.
  • Strong technical knowledge of carriageway and footway construction, maintenance treatments and deterioration mechanisms.
  • Experience using asset data, condition surveys and performance information to inform investment decisions.
  • Understanding of relevant legislation, codes of practice and national guidance (e.g. Well‑Managed Highway Infrastructure).
  • Experience working client‑side with contractors and consultants to monitor performance and quality.
  • Good analytical skills, with the ability to interpret data and apply professional judgement.
  • Strong communication skills and the confidence to work with stakeholders at different levels.
  • A collaborative approach, with the ability to support others and contribute positively to team objectives.

You will be educated to degree level (or equivalent experience) in a relevant discipline, ideally be working towards or hold membership of a professional institution (e.g. ICE, CIHT, IHE).
