Clinical Quality Manager

We are looking for either a clinician with a personal interest in clinical quality and governance systems, or an existing clinical quality related postholder to lead and develop our governance systems across our range of services. As this post requires working directly with the clinical, administrative teams, stakeholders and commissioners, who are based in multiple service locations, it will require someone to adopt an innovative approach and have excellent interpersonal and communication skills.

The Clinical Quality Manager will work as part of the B-Well senior management team with particular emphasis on minimizing risks and maximizing operational efficiency. The key focus will be on fostering a culture of continuous improvement, where the safety and satisfaction of patients are placed at the forefront of clinical operations.

Main duties of the job

Lead and strengthen the organisation's Quality & Governance Framework and embed the principles of the 7 Pillars of Clinical Governance and the CQC Good Governance standards. Oversee internal audits, inspections, incident management and risk processes. Drive continuous improvement. Oversee the KPI reporting arrangements and contractual compliance. Support patient safety initiatives and implement the transition to the Patient Safety Incident Reporting Framework.

Provide expert governance leadership, advice and training to operational teams.

Job responsibilities Clinical Governance and Quality Assurance
  • Lead a review of the existing clinical governance and service quality arrangements and then design a Clinical Governance Framework to address any gaps and implement any new arrangements. Ensure the framework delivers continuous improvement of the organisations clinical services. Oversee compliance with CQC regulations, NHS England standards, and local ICB/commissioner requirements. Coordinate internal quality audits, clinical reviews, and risk assessments, ensuring timely action plans and followup.

    Maintain oversight of clinical policies, protocols, and standard operating procedures, ensuring they are evidence based and regularly updated.
Patient Safety and Risk Management
  • Manage the incident reporting process, including investigation, ensuring compliance with the NHS PSIRF and ensuring all incidents have been investigated and any learning identified and shared across the organisation. Monitor trends in incidents, complaints, safeguarding concerns, and near misses to identify systemic risks and improvement opportunities. Adopt, adapt and improve on the risk register, providing an update report to the senior clinician and business owner.

    Support local clinicians to identify patient safety risks and update the risk register. Conduct Policy and Practice reviews to ensure staff are working to and remaining compliant with policy.
Quality Improvement and Clinical Effectiveness
  • Lead quality improvement programmes across the services, using recognised methodologies such as Plan, Do, Study, Act and audit loops. Analyse clinical performance data to identify variation and share this with clinical teams. Work with clinical and operational leads to develop improvement plans and support their implementation. Promote a culture of continuous learning, reflective practice, and innovation. To take specific responsibility for the Patient Reported Outcome Measures (PROMs) and Patient Reported Experience Measures (PREMs).

    Producing the reports for contractual compliance and using variances to identify learning or improvement opportunities. Using CSP Evidence Based Practice guidelines, develop a checklist for compliance and implementation, including audit.
Clinical Leadership and Collaboration
  • Provide expert advice to operational teams on quality, safety, and governance matters. Facilitate multidisciplinary learning events, significant event reviews, and clinical meetings. Build strong relationships with external partners, including the ICB, CQC, local authorities, and safeguarding boards. Support induction, training, and competency frameworks for clinical staff.
Data, Reporting, and Assurance
  • Develop a governance dashboard, using KPI and other data sources, for the senior clinician and business owner. Ensure robust systems for monitoring compliance, clinical outcomes, and patient experience. Oversee the management of clinical documentation, ensuring accuracy, confidentiality, and adherence to information governance standards.
